한국평생학습도시 정책의 모형과 운영실태

This study examined our country's model and operation condition of the lifelong learning city policy, and explored the direction of development of the lifelong learning city policy to investigate the activation plan of local lifelong education. The lifelong learning city project was operated as an example in Jinan County, Gwang Myeond City, and Yuseong-Gu in 2001, and presently in 2004, 19 cities have been designated and are settling to a certain extent. For the presentation of the direction of development of the lifelong learning city policy, there is the establishment and strengthening of the lifelong learning support system and promotion system, the network activation between the lifelong education institutions, establishment of a lifelong education network focused on the city․county․district, activation of local lifelong education in connection with school education, establishment of a leader fostering system for the development of regional human resources, placement of a lifelong educator in administrative institutes, lifelong learning centers, and lifelong education institutes, finding and fostering of lifelong learning city facilitators, organization and activation of study circles, promotion of the local lifelong learning culture, and holding local lifelong learning festivals.

본 연구는 한국 평생학습도시 정책의 모형과 운영실태를 살펴보고, 평생학습도시 정책의 발전방향을 탐색하고 있다. 평생학습도시 정책 모형은 비전, 기본관점, 목표와 방침, 추진체제를 중심으로 살펴보았다. 교육인적자원부에 의해 평생학습도시로 선정된 지방자치단체는 2001년 광명시, 진안군, 유성구 등 3곳, 2002년 제주시, 부천시, 부산 해운대구 등 3곳, 2003년 서귀포시, 순천시, 안동시, 연수구, 거창군 5곳, 2004년 전주시, 관악구, 목포시, 칠곡군, 금산군 등 8곳으로 현재까지 19개 도시가 지정되어 어느 정도 정착해가고 있는 것으로 나타났다. 본 연구에서 제시하는 평생학습도시 정책의 발전 방향은 평생학습 지원체제와 추진체제 구축 및 강화, 평생교육기관간의 네트워킹 활성화, 시․군․구 중심 평생교육네트워크 구축, 학교교육과 연계에 의한 지역평생교육활성화, 지역인적자원개발을 위한 지도자 양성체제 구축, 행정기관, 평생학습센터 및 평생교육기관의 평생교육사 배치, 평생학습도시 촉진자의 발굴 및 양성, 학습동아리 조직화 및 활성화, 지역 평생학습문화 조성, 지역 평생학습축제 개최 등을 제시하고 있다.
