The purpose of this study is to provide implications for utilizing NCS for e-learning contents development by analyzing overseas NCS development and utilization. To accomplish this goal, first, we analyzed the cases of NCS development and utilization in the US, the UK and Germany. Second, we analyzed the current development status of NCS for e-learning contents development. The analysis result showed that NCS for e-learning contents development were developed in 2014, and modified and supplemented in 2016. In the process of supplementation, instructional design competency units were included. Although contents development and instructional design are completely different areas, they were included in one NCS subcategory. We proposed that it was based on the old classification system of KECO. This study is significant in that we not only showed that NCS development is important, but also provided a clear direction with regard to how they should be developed and utilized.

본 연구는 해외의 NCS 개발 및 활용 사례 분석을 통해 이러닝콘텐츠개발 NCS의 활용 방향에 대한 시사점을 제공하기 위한 목적이 있다. 목적 달성을 위해 첫째, 미국, 영국, 독일 등의 NCS 개발 및 활용 사례를 분석하였다. 둘째, 이러닝콘텐츠개발 NCS의 개발 현황을 분석하였다. 분석 결과, 이러닝콘텐츠개발 NCS는 2014년 개발되었고, 2016년 수정 보완되었다. 보완의 과정에서 교수설계 능력단위가 포함되었다. 콘텐츠개발과 교수설계가 전혀 다른 분야임에도 불구하고 하나의 NCS 세분류에 묶인 것은 KECO의 오래된 분류체계에 근거함을 제시하였다. 본 연구 는 NCS를 개발하는 것도 중요하지만 어떻게 개발되어야 하며, 활용되어야 하는 지에 대한 방향성을 제시했다는 점에 의의가 있다.
