The purpose of this research is to analyze the results and limitations and the issues of Consulting Supervision. The academic essays published after 2010 when Consulting Supervision was established were analyzed in a way of meta-analysis. Consulting Supervision has some limitations such as ‘simulated spontaneity’, formalism in performing method, spontaneity of supporting system. But It also has some positive sides in that it has become a institutional ground of the spontaneity of schools and teachers, the domains of supervision has enlarged, and a lot of excellent teachers can be discovered and utilized. The issues of Consulting Supervision are as follows: How do the practitioners counteract to the phenomenon of ‘simulated spontaneity’? What does the professionality of consultants aim at? Is Consulting Supervision the transitional phenomenon towards School Consulting or the restoration of conventional supervision? Is Consulting Supervision a new methodology of school change or the mechanism to maintain the old bureaucratic system. On the basis of the discussions, I propose some suggestions to activate Consulting Supervision

이 글에서는 문헌 분석의 방법으로 제도화된 컨설팅장학의 성과와 한계를 살펴보고 거기에 서 제기되는 다양한 쟁점을 논의하였다. 컨설팅장학은 ‘가장된 자발성’, 수행 방식의 형식화, 지원 체제의 취약성 등의 한계를 안고 있으나, 학교와 교원의 자발성을 요구할 수 있는 제도 적 기반이 마련되었고, 장학의 영역이 대폭 확대되었으며, 우수한 교원이 대거 발굴됨으로써 교직사회에서 경험과 전문성을 공유할 수 있는 공식적인 시스템으로 작동하고 있다는 점에서 일정한 성과를 거두고 있다. 컨설팅장학의 쟁점으로는 ‘가장된 자발성’에 대해 교육현장은 어 떻게 대처하고 있는가, 컨설턴트의 전문성을 무엇을 지향하는가, 컨설팅장학의 지향점이 학교 컨설팅인가 아니면 장학의 복권인가, 컨설팅장학은 변화의 방법론인가 아니면 기존 체제의 유지 기제인가 등을 논의하였다. 이러한 논의를 토대로 컨설팅장학의 활성화를 위한 몇 가지 방안을 제안하였다.
