The purpose of this research is to induce private capital investment to derive evaluation factors for the expansion of public sports facilities, and to present measures for the expansion of public sports facilities based on opinions of experts using the Delphi method and the Analytic Hierarchy Process(AHP). To this end, the research was designed to suit the purpose of the research after reviewing prior research and literature. The following results were obtained by conducting three Delphi surveys and Analytic Hierarchy Process(AHP) courses of 15 experts in sports facilities: First, the assessment factors for the expansion of public sports facilities by inducing private capital investment consisted of four assessment areas and 13 assessment items, including the Act, the Project Progress, the Operations and other generalities. Second, the AHP analysis of assessment factors for the expansion of public sports facilities showed that the priority of laws was highest, and their relative importance was high in the order of operation, project promotion process and other generalities.

이 연구는 민간자본 투자를 유도하여 공공스포츠시설 확충을 위한 평가 요인을 도출하고, 델파이 방법과 계층분 석법(AHP)을 이용하여 전문가들의 의견을 중심으로 공공스포츠시설 확충 방안을 제시하는 것을 목적으로 하고 있다. 이를 위해 선행연구 및 문헌을 검토한 후 이 연구의 목적에 맞게 연구 설계를 하였다. 스포츠시설 전문가 15명을 대상으 로 3차례에 걸친 델파이 조사와 계층분석법(AHP) 과정을 실시하여 다음과 같은 결과를 도출하였다. 첫째, 민간자본 투 자 유도를 통한 공공스포츠시설 확충을 위한 평가 요인으로 법률, 사업추진과정, 운영, 기타일반 등 4개의 평가영역과 13개의 평가항목으로 구성되었다. 둘째, 공공스포츠시설 확충을 위한 평가 요인의 AHP 분석 결과 법률의 우선순위가 가장 높게 나타났고, 운영, 사업추진과정, 기타일반 순으로 상대적 중요도가 높은 것으로 나타났다.
