The purpose of this study was to actually analyze teachers' perception of the issues about school supervisor selection system. To accomplish this purpose, 333 teachers of elementary schools in Busan and Woolsan metropolitan city were sampled. As a tool of investigation, questionnaires about the issues about school supervisor selection system were used. And as a method of data processing, chi-square test, F-test, and Scheffé test were used. The result of this study is as follow. First, many teachers are not preparing for school supervisor. Second, many teachers who are preparing for school supervisor aim to get a promotion. Third, many teachers regard the interview of school supervisor selection system as the most controversy problem. Forth, many teachers think that the corruption of school supervisor selection system is occurred universally. Fifth, many teachers think that the usefulness of school supervisor selection system is not worked. Sixth, many teachers regard the outside experts' setting exam questions and marking grade as the alternative of school supervisor selection system.

본 연구는 장학사 선발의 쟁점(장학사 준비 여부와 그 이유, 장학사 선발 절차, 장학사 선발의 효용성, 그리고 장학사 선발의 대안(보완))에 관한 초등 교사의 인 식을 분석하였다. 첫째, 장학사 준비 여부에 있어서는 준비하지 않는 교사가 절대 다수를 차지하였고, 준비하는 이유로는 ‘승진에 유리하기 때문에’가 가장 높게 나 타났고, 준비하지 않는 이유로는 ‘장학사가 되어도 변화를 이끌 수 없기 때문에’가 가장 높게 나타났다. 둘째, 장학사 선발 절차의 가장 논란이 되는 요소로는 ‘면접’ 을 가장 높게 꼽았고, 장학사 선발의 비리 문제는 ‘대부분의 시․도 교육청에서 발 생하는 것’으로 가장 많이 인식하였다. 셋째, 장학사 선발의 효용성(변별력, 도전에 대한 자극, 공정성과 객관성, 교육전문직에 대한 신뢰감)과 관련해서는 부정적인 인식이 대체로 높은 것으로 나타났다. 넷째, 현행 장학사 선발의 대안(보완)으로서, 외부전문가의 출제 및 채점, 보안 강화, 학교(교원)와 교육청(교육전문직) 간의 전 직 금지, 주관적으로 점수 줄 수 있는 것(면접 및 현장실사 등) 배제를 높게 인식 하는 것으로 나타났다.
