This study shows "operational status and support project for art companies who reside in public performing arts centers” executed by local government to provide local residents with opportunity to enjoy the culture and establish the stable creation foundation of local art groups through activation of performance on the public performance space of local government. This project, starting in 2009, paved the way for repertories and creative performances of public performance space with great results over 10 years and improved the production conditions of art groups. This study examined the support policies and necessity of the project for resident groups and derived four improvement plans of the project for resident groups through analysis of actual status and support cases by metropolitan unit such as the project by Daegu metropolitan city operated by metropolitan culture foundation and the project operated directly by Gyeongbuk Provincial Office. First, employment of professional work forces for expandability and specialty of the project ; second, need to carry out the objective evaluation for selection of groups who have the common mission ; third, need to change the support type from 1 year unit to annual support for new project and continuous project ; fourth, continuous management through development of audience and programs by joint promotion of continuous project between performance space and groups. In conclusion, the continuous efforts of performance space and theater companies are needed for project activation of resident companies but it is required to promote the project in general operation by the organization composed of professional workforces from competition to processing and evaluation of project.

본 연구는 지방자치단체 공공공연장이 공연활성화를 통하여 지역민들에게 문화향유기회 제공과 지역 예술단체의 안정적 창작기반을 마련하고자 시행하는 “공연장 상주단체 지원사업의 운영 실태 및 개선방 안”에 관한 연구이다. 이 사업은 2009년 시작하여 10년간 진행되면서 많은 성과로 공공공연장의 레퍼토 리 및 창작 공연을 기틀을 마련하였고, 단체들의 제작여건을 개선하였다. 본 연구는 상주단체 사업의 지 원정책과 필요성을 조사하였으며, 광역단위 지원 사례와 광역재단으로 운영되는 대구시 공연장 상주단 체 사업과 경북도청에서 직영하는 사업의 현황분석과 지원 사례 분석을 통하여 상주단체 사업의 개선방 안을 네 가지로 도출하였다. 첫째, 사업의 확장성과 전문성을 위한 전문 인력의 채용. 둘째, 공동의 미션 을 가진 단체 선정을 위한 객관적 평가 실시. 셋째, 신규 사업과 연속사업을 위하여 지원행태를 현행 1년 단위에서 연차적 지원으로 확대. 넷째, 공연장과 단체 간의 사업 공동 추진 시 관객 개발과 프로그램 개 발 평가를 통한 지속적인 관리. 결론적으로 상주단체 지원 사업 활성화를 위하여 공연장과 단체 양자간 지속적인 노력이 필요함과 동시에 전반적인 운영 과정에서 사업 공모에서 진행 평가까지 수행 가능한 기 관의 전문 인력 참여가 요구된다.
