The Earthquake has been a global issue and the national policy (prevention - preparation - Response - Recovery - Education - Training) has been urgent needed. To minimize the casualties and property damage by the disaster and for the early recovery of the social function, the targets of national seismic performance are significant. The current level of science has limitations in predicting earthquakes. Many countries' experiences including the Japan are lessons for Research & Development for earthquakes.
