This paper attempts to evaluate the issues on campaign finance regulations, which have been consistently raised since the 2014 historical changes. The major issues are the exposure of contribution and expenditure on the internet, the allowance of an organization’s contribution, and the ceiling of campaign committee’s raising. This paper categories the issues into the four dimensions, that is, transparency, contribution, expenditure, public subsidy, and then evaluates issues in each category along with the rationale of campaign finance regulations. The survey results, which were asked by campaign finance experts in Korea, supported the evaluations, especially on transparency. The 94.7 percent of the experts supported the enhancement of transparency. The 78.9 percent supported the trust money on the National Election Commission by an organization with a caution of a possible loophole. The ceiling of campaign contribution on how much a campaign committee raises should be indexed with consumer price index by 78.4 percentage point.

본 연구는 정치자금제도에서 지속적으로 제기되고 있는 쟁점들을 정리하고 평가하는 데 목적이 있다. 정치자금제도는 2004년 획기적 변화를 겪은 이후 현재까지 다양한 쟁점들이 부각되고 있다. 예를 들어, 정치자금의 투명성 강화, 법인 및 단체의 기부 허용, 후원금 모금 한도액 증액 등 다양한 쟁점들이 지속적으로 제기되고 있다. 본 연구는 이러한 정치자금제도의 쟁점들을 정치자금의 조달과 지출, 국고보조금 그리고 공개 영역으로 구분하여 평가하였다. 또한 평가의 시의성을 높이기 위하여 2015년 중앙선거관리위원회가 제출한 정치관계법 개정 의견들을 토대로 한 평가도 진행하였다. 본 연구의 평가는 한국정치학회 소속 정치관계법 전문가들에 의한 설문조사 결과에 의해 뒷받침 되고 있었다. 설문조사 결과, 가장 압도적 지지를 받은 부문은 정치자금 투명성 강화였다. 94.7%의 전문가들은 정치자금의 수입과 지출, 국고보조금 투명성 등을 제고하기 위한 개정에 동의하였다. 법인 및 단체에 의한 “중앙선거관리위원회”익명 기탁금 허용은 78.9%의 동의를 받았으나, 이와 같은 허용이 정치부패의 단초를 제공할 수 있다는 점에서 우려가 제기되었다. 그리고 후원금 모금 한도액은 물가상승률과 연동 등을 통한 현실화에 78.4%가 동의하였다.
