In the 1970s, Government has been propelling the innovation of administration through accepting of information and communication technologies as the willingness of the times that is priority investment & later improvement for support to a speedy changing society and the economy. Today, Information Services is now put in front of the entry to hyper-connected society that is not only being increased the personalized services that can feel something in people's bones and living but also can analyze and use of connections of so many objects, derived data for the future society people-centered toward a happy and welcoming community. Informatization projects that Governments have been established and propelled for decades despite the rapid development of functions and services of e-government have not been utilized extensively for establish to improved policy because lack of a systematic policy established. This paper is dealing about why government have to improve their operating systems for enter into new society and have to arrange what kind of elements for Communication, sharing and openness.

1970년대 급격하게 변화하는 사회와 경제를 뒷받침하기 위해 先투자, 後개선보완이라는 시대적 의지로 우리나라에서는 정보통신 기술 도입을 통한 행정업무의 혁신을 추진하여 왔다. 오늘날 정보화 수준은 이제 국민들의 생활과 피부에 와 닫는 개개인별 맞춤형 서비스가 점차 확대될 뿐만 아니라 수 많은 객체의 연결과 파생되는 데이터를 분석 활용하여 인간중심의 행복하고 따뜻한 미래사회를 지향 하는 초연결사회로의 전자정부 진입을 눈앞에 두고 있다. 그러나, 비약적인 전자정부의 기능 및 서비 스의 발전에도 불구하고 수 십 년간 정부부처들이 수립하고 추진했던 정보화 사업들은 체계적인 관리 가 미흡하여 향상된 정책수립을 위해 폭 넓게 활용되지 못했다는 평가를 받고 있다. 본 논문은 새로 운 사회로의 진입을 위해 정부가 운용중인 정보시스템들을 왜 개선해 나가야 하는지와 소통, 공유, 개 방을 위해 어떠한 여건이 마련되어야 하는지에 대해 다루고 있다.
