Despite the growing number of disasters in convention and tourism, little research has been taped on disaster and crisis management in convention destinations. The purpose of this study is to analyze priorities and relative importance of disaster and crisis management system steps and sub-items, utilizing AHP. A total of 20 disasters and safety professionals in Gyeongju as a exhibition and convention destination, which experienced a magnitude 5.8 earthquake in 2016, were used to proceed the data analyses. The results show that Reduction of the 4R(Reduction, Readiness, Response, Recovery) disaster and crisis management steps was found to be the most important step. The most important sub-item of the total 12 sub-items was revealed as the initial responses, such as evacuation guidance and crisis communication after the occurrence of a crisis. Finally, Implications of the findings and future research are suggested.

본 연구의 목적은 위기관리분야와 관광·전시·컨벤션산업의 위기관리 선행연구를 통해 도출된 위기관리체계를 중심으로 위기·재난부서 전문가 관점에서 전시·컨벤션 개최지, 경주의 위기관리체계의 우선순위와 상대적 중요도에 대해 AHP를 활용해서 분석하고자 한다. 본 연구에서는 2018년 1월 17일부터 26일까지 재난 안전 전문가 20명을 대상으로 재난 안전을 직접 담당하는 전문가로 경주화백컨벤션센터와 경주 시청의 재난안전부서 근무자들로 제한하였다. 개최지에서의 재난 위기에 대한 관리를 전문가 관점에서 효과적인 대응과 전략수립 의사결정을 위해 AHP를 활용해 재난 위기관리의 4단계와 단계별 4개 하위항목의 상대적 중요도를 분석 분석 결과, 첫째, 재난 위기관리 단계의 예방, 대응, 대비, 복구 단계 중 예방 단계가 가장 중요하고, 다음으로 대응, 대비, 복구단계의 순으로 중요하게 지각하고 있는 것으로 밝혀졌다. 둘째, 총 16개의 재난 위기단계별 하위요인의 상대적 중요도 분석결과, 재난안전 전문가들은 대응단계의 자체 초동대응(대응1)이 가장 중요하고, 다음으로 정기적인 안전점검(예방1), 정기교육 및 사전훈련(대비2), 위기발생 가능성 상시대응(예방3), 피해자 보호 및 응급구호 조치(대응2) 순으로 중요하게 지각하고 있었다. 본 연구의 결과는 재난에 대한 위기의식이 증가하고 있는 현 시점에서 전시·컨벤션 개최지의 재난에 대한 위기관리체계를 정비하기 위한 중요한 자료가 될 것이다.
