The purpose of this study was to suggest policy alternatives to reinforce sport instructor system in elementary schools. For this purpose, this study selected two sports instructors, four homeroom teachers, and four physical education teachers who were working in elementary school in Seoul and Jeollabuk province, using the criterion selection method. In addition, government reports and literature were collected as document data. In order to analyze the data, question analysis method was utilized and the repeated member review was carried out to ensure the trustworthiness of the data. The results of this study were as follows: First, in the educational field, the spread of mutual expediency of teacher-sports instructor was found as a problem that sports instructor led the class actively or solely. As a solution on this problem, this study proposed to clarify the roles of sports instructors more specifically and institutionalize them, so that they can be observed strictly. Second, we found out the phenomenon that the sports instructor 's job stability has been vulnerable because of the 11-month contract. In this case, we proposed at least 12 months contract to reinforce sport instructors’ stability in their job. Third, as an alternative to the low stipend level of sports instructors, it was proposed to change the name of the instructor as a professional instructor for physical education and to raise the salary level in accordance with the working conditions similar to English conversation professional instructors. In addition, it proposes to give a single lecture right to sports instructors, and to give a greater role and authority to school sport club management and operation that can exert physical education expertise in elementary physical education when this is impossible.

본 연구는 초등학교 체육교육 현장에서 체육교육 담당자가 경험한 현행 스포츠 강사 제도의 문제점과 한계점을 탐 색하고, 이를 바탕으로 체육교육의 전문성과 내실화 확보를 위한 정책적 개선방안을 제시하는 데 연구 목적이 있었 다. 이를 위하여 본 연구는 준거적 선택법을 활용하여 2017년 현재 서울특별시와 전라북도 초등학교에서 근무하는 스포츠강사 2인과 담임교사 4인, 체육전담교사 4인을 연구 참여자로 선정하였으며, 이들을 대상으로 60분~90분간 심층면담을 진행하였다. 추가적으로 정부 보고서 및 각종 문헌 연구를 문서자료로 수집하였다. 자료분석을 위해 이 철원(2013)이 제시한 질문분석방법을 활용하였으며, 자료의 진실성을 확보하기 위하여 반복적인 구성원 검토를 시 행하였다. 연구결과 첫째, 교육현장에서 교사-스포츠강사 상호 편의주의의 확산으로 대체적으로 스포츠강사가 수업 을 주도적 혹은 단독으로 진행하는 현상이 만연되어 있는 문제점이 발견되었다. 이에 대한 해결방안으로 스포츠강 사의 역할 규정을 명시화 하여 규정이 엄격히 준수 될 수 있도록 제도화할 것을 제안하였다. 둘째, 스포츠강사의 계 약 기간 및 계약 연장과 관련하여 현행 11개월 계약으로 운영되어 스포츠강사의 직업 불안정성이 심화되어 있는 현상을 발견하고 근무기간에 있어 최소 12개월 계약기간을 인정하고 나아가 1년 이상 동일 학교에서 근무할 수 있 도록 하는 관련법 개정 등의 제도적 보완을 제안하였다. 셋째, 스포츠강사의 열악한 급여에 대한 대안으로, 유사한 동종의 영어회화전문강사와 같이 명칭을 ‘체육실기전문강사’로 변경하고 급여수준 또한 상향조정할 것을 제안하였 다. 이외에도 스포츠강사에게 단독수업권을 제공하거나 초등체육에서 체육 전문성을 발휘할 수 있는 학교스포츠클 럽 관리 및 운영 등의 업무에 보다 큰 역할과 권한을 부여할 것을 제안하였다.
