When talking about the ethnicity of Japan, gentleness, practicality, and politeness are mentioned as the advantages of the Japanese, but it is the idea of ‘wa’ (hwa in Korean) that is at the basis. The word ‘wa’ has a meaning of gentle, mild and flexible, but emphasizes the affinity with nature in terms of emotion. Therefore, it is an idea to eliminate confrontational thinking, to pursue harmonious ideas, and to strengthen internal cohesion. It is because of the sentiment of Japanese and ‘Wakokoro’ that dislike conflict and tense relations that struggles in Japanese society not frequent. ‘Wagokoro’ is an attitude that respects the order and harmony of the group rather than preferring individual values. ‘Wagokoro’ is a traditional Japanese sentiment that expresses the Japanese mind. And the Japanese history culture clearly shows that Wagokoro is instilled in the Seventeen-article Constitution. In this study, the Seventeen-article Constitution is regarded as a concrete example of the idea of harmony and collectivism of the Japanese. This paper examines the idea of ‘hwa’ as a historical reality in Japanese society and how it was praticed and customized to this day.

일본의 민족성을 언급할 때 흔히 온화함, 현실성, 실용성, 경건함, 예의바름 등을 거론하며 이를 장점으로 지적하는 경우가 많은데 이 정서를 지탱하고 있는 것이 다름 아닌 ｢화｣의 사상이다. ｢화｣라는 단어 자체가 갖고 있는 의미는 ｢부드럽고｣ ｢온화하고｣ ｢유연하다｣는 것이나, 정서적인 관점에서 보면 현실을 ｢원점｣으로 생각하고 자연과의 친화성을 강조하는 성향이 있어 대립적 사고를 배제하고 조화의 묘를 추구하며 내부의 결속력을 강화하는 사상이라고 할 수 있다. 일본사회에서 격한 투쟁이 빈발하지 않은 것은 절충주의 사고의 반영이지만 근저에는 대립적이고 긴장된 관계를 싫어하는 특유의 ｢와고코로(和心)｣정서가 존재한다. ｢와고코로｣는 개인의 가치관을 우선하기 보다는 집단의 질서나 조화를 중시하고 예의를 존중하는 마음가짐이다. 일본인의 마음을 표현하는 정신으로 역사와 함께 일상성에 존재하는 전통적인 정서하고 할 수 있다. 그런 관점에서 보면 일본의 역사문화에서 ｢와(和)｣사상의 실체를 극명하게 드러낸 사례로서 ｢17조 헌법｣을 확인할 수 있다. 본고에서는 ｢17조 헌법｣을 일본인･일본사회의 일상성에서 확인할 수 있는 화의 사상과 집단주의 정서가 역사적 실체로 확인된 사례로 간주하고 그 역사적 실체성이 일본사회에서 어떠한 형태로 형성(습관화)되어 오늘에 이르고 있는가를 생활사의 관점에서 논증한다.
