The purpose of this study is to conduct an analysis of the effectiveness and satisfaction survey of registered private qualifications. The research method was done through literature survey and survey analysis. The questionnaire was conducted on 126 registered private qualification items. The analysis was conducted on 2,015 respondents to 46 qualifiers who obtained more than 30 valid samples. The results of the survey are summarized as follows. First, comprehensive satisfaction score was 3.81 points out of 5 points. The efficiency score and the satisfaction score were 3.81 and 3.81, respectively. In terms of evaluation areas, satisfaction score for non-economic utility was the highest at 3.98, followed by 3.83 for private qualifications Management and operating agency capability, 3.80 for private qualification system (system), 3.74 for private qualification system Point, economic utility 3.63 points. Second, in terms of vocational qualification and basic literacy qualification, utility score (economic utility and non-economic utility) was found out of 5 points, vocational qualification was 3.89 and basic literacy was 3.40 points. Satisfaction score was 3.88 points in vocational qualification and 3.48 points in basic literacy. It can be seen that vocational qualifications are higher than utility qualifications in terms of utility and satisfaction.Third, in terms of utility and satisfaction for each age group, 4.09 points for the 50s, 3.87 points for the 40s, 3.68 points for the 30s, and 3.59 points for the 20s and less. The higher the age, the greater the utility and satisfaction of private qualifications. Fourth, the utility and satisfaction scores by ministry can be different. In this survey, the Ministry of Culture, Sports and Tourism showed higher utility and satisfaction than other ministries. Fifth, as a result of the analysis of the utility between same and similar jobs, it can be seen that There is a difference in utility and satisfaction in the same or similar job qualifications among the different private qualification managers. Therefore, it can be seen that the level of utility differs from that of private qualifications in the same and similar job fields. As a matter to be considered in the future, the necessity of establishing a legal basis for the evaluation of the effectiveness of the registered private qualification should be examined.

이 연구는 등록 민간자격의 효용성 및 만족도 조사 분석을 실시하는 데 목적이 있다. 연구방법은 문헌조사 및 설문조사 분석을 통하여 이루어졌다. 설문대상은 126개 등록민간자격종목을 대상으로 실시하였다. 분석은 30명이상의 유효표본을 획득한 46개 자격종목에 대한 응답자 2,015명을 대상으로 하였다. 구체적 조사결과를 제시하면 다음과 같다. 첫째, 종합만족도 점수는 5점 만점에서 3.81점으로 나타났으며, 부분별로 살펴보면, 효용성 점수는 3.81점, 만족도 점수는 3.81점으로 두 개의 부문이 동일하게 나타났다. 영역별로 살펴보면, 경제외적효용에 대한 만족도 점수가 3.98점으로 가장 높게 나타났고, 다음으로 민간자격 관리․운영기관이 3.83점, 민간자격종목(체계) 3.80점, 민간자격제도와의 부합성 3.74점, 경제적 효용 3.63점 순으로 나타났다. 둘째, 직업자격과 기초소양 자격을 구분하여 살펴본 결과 효용성 점수(경제적 효용과 경제외적 효용)는 5점 만점에서 직업자격은 3.89점, 기초소양은 3.40점으로 나타났다. 만족도 점수는 직업 자격에서 3.88점, 기초소양에서 3.48점으로 나타났다. 직업자격이 기초소양 형태의 자격보다 효용성이나 만족도에서 높게 나타나고 있음을 알 수 있다. 셋째, 연령대별 효용성 및 만족도 결과를 살펴보면, 5점 만점에서 50대가 4.09점 40대가 3.87점, 30대가 3.68점, 20대 및 그 이하가 3.59점으로 나타났다. 나이가 들수록 민간자격에 대한 효용성 및 만족도가 높은 것을 알 수 있다. 넷째, 부처별 효용성 및 민족도 점수는 자격종목에 따라 부처별 효용성 및 만족도 점수가 다를 수 있다. 이번 조사에서는 문화체육관광부가 효용성 및 만족도에서 타 부처에 비해서 높게 나타났다. 다섯 번째, 동일 및 유사직무 간 효용성 분석을 실시한 결과, 민간자격관리자별로 동일 및 유사직무 자격 간에 효용성 및 만족도에서 차이가 나는 것을 알 수 있다. 따라서 동일 및 유사직무분야 민간자격이라고 하여 효용성 정도가 다름을 알 수 있다. 등록 민간자격 효용성 및 만족도 조사 연구와 연관하여 향후 검토되어야 할 사항으로는 등록 민간자격 효용성 평가 실시에 대한 법적 근거 마련 필요성 여부에 대한 검토가 이루어져야 할 것이다.
