The civil service union achieves its goals when it secures active participation from its members. Union members’ active participation is secured when they recognize the union as a useful instrument to improve their working conditions and to further develop public administration and public service. Under these recognition, this study examines the levels of participation willingness to union activities and perceptions of union instrumentality by analyzing the data collected through surveys on union members currently working for Kyungnam Provincial Government Office and 5 primary local governments in Kyungnam Province. The mean of participation willingness is turned out to be 3.34 on the 5-point Likert-type scale, and the means of instrumental efficacy and instrumental public benefit are 3.34 and 3.16 respectively. Through multiple regressions, it is found that instrumental efficacy has an indirect effect on participation willingness through union committment, while instrumental public benefit has both direct and indirect effects on participation willingness through union commitment. Based upon these results, this study suggests some strategies to secure active participation of the civil service union members.

본 연구는 우여곡절 끝에 설립된 지 10여년이 지난 공무원노조가 공무원의 근로조건 개선과 더불어 행정내부의 건전한 압력단체로서 행정발전의 견인차 역할을 성공적으로 수행하기 위해서는 노조원들의 적극적인 노조활동 참여가 필수적이며, 이들의 적극적인 참여는 노조가 근로조건 개선과 행정발전을 위한 유용한 도구라는 인식이 있을 때 가능해진다고 보았다. 이러한 인식하에서 경상남도 도청과 5개 지방자치단체 노동조합원들을 대상으로 실시한 설문조사 자료를 바탕으로 공무원노조 활동에 대한 참여의지와 도구성인식 수준을 살펴보고, 참여의지와 노조도구성인식 간의 관계를 회귀분석을 통해 분석하였다. 조사 결과 공무원노조원들의 참여의지의 평균값은 5점 만점에 3.34, 노조도구효용성의 평균값은 3.30, 노조도구공익성의 평균값은 3.16으로 보통을 약간 상회하는 것으로 나타났고, 노조도구효용성은 노조몰입을 통하여 참여의지에 간접적인 영향을 미치며, 노조도구공익성은 참여의지에 직접적 혹은 노조몰입을 통하여 간접적으로 참여의지에 영향을 미친다는 점을 발견하였다. 이러한 결과는 공무원노조활동에 대한 조합원들의 적극적인 참여를 확보하기 위해서는 참여의지와 공무원노조의 유용성에 대한 인식강화와 더불어 공무원노조의 활동이 공무원들의 근로조건 개선뿐만 아니라 행정발전 및 서비스의 질 개선에도 도움이 된다는 인식을 강화하는 전략이 사용되어야 함을 시사한다.
