This study investigates the effect of government R&D stock on economic variables such as industrial competitiveness and employment using the error correction model with annual data from 1970 in Korea. Empirical results provide that government R&D stock has a positive effect on total factor productivities, labor productivities, export to import ratio in technology, export amount, export to import ratio, national employment, and national R&D employment in the long-run. However, the R&D stock has a negative effect on national R&D employment as well as some industrial competitiveness variables in the medium-and short-term. These results emphasize that government R&D is necessary, and imply that more efficient operation system is needed.

본 연구는 1970년 이후의 연도별 자료를 이용한 오차수정모형을 통해 정부의 연구개발스톡이 산업 경쟁력 및 고용 관련 변수에 미치는 영향을 종합적으로 연구하였다. 주요 실증분석 결과에 따르면, 정 부 연구개발스톡이 경제전체 및 제조업의 총요소생산성, 경제전체 및 제조업 노동생산성, 재화/서비스 및 재화 수출, 재화/서비스 및 재화 수출입비율, 기술무역수지비율, 경제전체 고용 및 총연구개발인력 등에 장기적으로 긍정적인 영향을 미치는 것으로 나타났다. 그러나 정부 연구개발스톡이 중단기적으로 는 일부 산업경쟁력 변수뿐 아니라 총연구개발인력에 부정적인 영향을 미치는 것으로 나타났다. 이들 결과는 정부 연구개발의 중요성을 강조하는 동시에 보다 효율적인 운용이 필요함을 시사하고 있다.
