This study aims to analyze the transformation of the pre-service teacher education for civic education, which took place in the new federal states after the German reunification. Taking the main figures of the transformation into account, this study also attempts to draw some implications for Korea. The pre-service teacher education for ‘Staatsbürgerkunde’(state citizen education) in GDR was provided by universities or pedagogical colleges according to the strict guidelines of the state. GDR accepted the pre-service teacher education system of FRD during the process of German Reunification. And, after that, the new federal states each developed distinctive pre-service teacher education institutions according to the principle of ‘Kulturhoheit’ (culture sovereignty). Similar to the German case, restructuring a pre-service teacher education system for civic education will be crucial in the process of Korean Reunification. South Korea needs to precisely understand the pre-service teacher education system for political education of North Korea and needs to be prepared to transform that system and to assure the stability of the new one.

본 연구는 독일 통일과정에서 나타난 신연방주의 정치교육 담당 교사 양성 체제 변화에 대한 분석 을 통해 남북통일 이후 정치교육 담당 교사 양성 체제 구축을 위한 시사점을 제공하는 것을 그 목적으로 하고 있다. 독일 신연방주에서의 교사 양성 체제 변화에 대한 분석을 통해 다음과 같은 사실을 확인할 수 있었다. 첫째, 구동독에서는 정치교육 담당 교사 양성이 중앙 정부의 지침에 따라 통일적으로 수행되었다. 둘째, 전환기 구동독지역 전체에 적용된 임시 규정이 존재하였고, 이후 신연방주들이 문화고권에 근거하여 각주의 실정에 맞는 별도의 교사 양성 체제를 구축하였다. 셋째, 브란덴부르크 주는 포츠담대학의 사회과 교사 양성 과정을 1단계 교사 양성 과정으로, 그리고 주립 교원양성원과 실습학교의 협업 체계를 2단계 교 사 양성 과정으로 운영하는 체계를 갖추었다. 본 연구는 남북통일 이후 정치교육 교사 양성 체제 재구조 화를 위해 북한의 정치교육 교사 양성 체제에 대한 이해 및 과도기 교사 양성 프로그램 개발, 그리고 전환 기 이후 안정화를 위한 로드맵 개발이 필요하다는 시사점을 제시하고 있다.
