The purposes of this study were to develop a model of creative HRD policy of local governments and to apply it to the cases of Busan Metropolitan City in order to analyze the current stock level of creative human resource and current status of creative HRD policies, and to suggest to the directions of the creative HRD policy of Busan. As a research method, the literature reviews of Busan HRD policies and related HRD articles were applied. Based on the reviews, the creative HRD model and the creative HRD policy mode1 were developed and verified the content validity by 3 experts of human resource development in Busan Metropolitan City. In summary, the stock level of creative human resource of Busan was lower than those of other local governments in Korea or OECD countries except for the service industry. Busan's creative human resources development policies were reflected faithfully in the 3rd Human Resources Development Plan of Busan, but the practice is insufficient. The developed human resource development model and the policy model developed in this study can be used as a useful basic data for designing the creative human resource development policy of the local government.

본 연구의 목적은 지방자치단체의 창조인적자원개발 정책모형을 구안하고, 이 모형을 부산광역시의 사례에 적용하여 부산 창조인적자원의 저량(stock) 수준 분석과 부산의 창조인적자원개발 정책 방안을 모색하는 것이다. 연구 방법은 문헌분석 방법을 적용하여 창조인적자원개발모형과 창조인적자원개발 정책모형을 구안하고 각각 전문가 3인의 타당성 검증을 거친 후 이를 부산광역시의 인적자원개발 정책 사례에 적용, 분석하였다. 연구결과를 요약하면 부산의 창조인적자원의 저량은 서비스업종을 제외하고 전국의 평균 수준이나 OECD의 평균 수준에 비하여 낮은 것으로 나타났다. 부산의 창조인적자원개발 방안은 현재 부산시 제3차인적자원개발계획에 충실하게 반영되어 있으나 실천은 미흡한 것으로 나타났다. 본 연구에서 개발된 창조인적자원개발모형과 정책모형은 지방자치단체의 창조인적자원개발 정책을 구상하기 위한 유용한 기초자료로 활용될 수 있다.
