The purpose of this study was to explore the direction of practical democratic citizenship education and to present specific practical types accordingly. For this, we analyzed the areas and main contents of democratic citizenship education in the elementary school curriculum and explored the elementary teachers’experiences through questionnaires and in-depth interviews. Based on the results, this study has developed a practical democratic citizen education plan, ‘IDEA-oriented democratic citizenship education practical type’. This IDEA-oriented practical type is the type which Inquiry(I), Doing(D), Empathy(E), Action(A) are practical direction of democratic citizenship education and which embodies the four key strategies to enhance practical effectiveness in elementary school. Consequently the practical type includes Inquiry-oriented discussion type, Doing-oriented game type, Empathy-oriented narrative type, Action-oriented practice type. These types will be more effective if they are chosen selectively and carried out complementarily to the school and classroom situation, teachers’understanding.

본 연구는 실천 지향의 초등학교 민주시민교육의 방향을 모색하고, 그에 따른 구체적 실천 유형을 제시하기 위한 목적으로 이루어졌다. 이를 위해 초등학교 교육과정에 나타난 민주시민교육 관련 영역을 분석, 민주시민교육의 주요 내용을 추출하고 이를 중심으로 연구 대상 초등 교사에게 설문조사와 심층면담을 실시, 그들의 민주시민교육 실천 경험을 탐색하였다. 그 결과 본 연구에서는 실천 지향의 초등학교 민주시민교육의 방안으로 ‘IDEA 중심 민주시민교육 실천 유형’을 개발, 제시하였다. IDEA 중심 민주시민교육 실천 유형은 학생의 탐구(I), 체험(D), 공감(E), 참여(A) 활동이 민주시민교육의 실천 방향이 됨과 동시에, 그러한 민주시민을 키우기 위한 네 가지의 주요 핵심 전략을 구체화하여 실천에서의 효용성을 제시한 유형으로, 탐구중심 토의·토론형, 체험중심 놀이형, 공감중심 내러티브형, 참여중심 실천형 등 네 가지 실천 유형이 그것이다. 그러나 이들 네 가지 유형은 학교와 교실의 상황, 혹은 교사의 인식 정도에 따라 선택적으로 선정되고 상호보완적으로 실행될 때 더욱 효과적일 것이다.
