Person Liable to Committing Crime is ex-convict liable to repeated crime, and “Ex-convict liable to repeated crime is a person liable to repeated crime among ex-convicts”. This study developed Korean Risk Management Scale for Offenders (KRMS) to serve as a ground to management standard to be applied to ex-convicts liable to committing crime again. KRMS consists of two components, 1) Common questionnaire to assess general risk of repeated crime and 2) Special questionnaire to assess risk of murder, organized crime, robbery/theft, drugs offence and arson. The KRMS was performed in 566 ex-convicts liable to repeated crime and 37 first-time offenders. By Receiver Operating Characteristic (ROC) plotting to determine cut-off points, those with equal to or less than 14 points were categorized as subjects whose data should be kept, those with 15 points or more and equal or less than 19 points were categorized as subjects of whom the intelligence should be obtained, those with equal to or more than 20 points were categorized as subjects of priority control. With differential application of management level to ex-convicts liable to repeated crime using objective risk evaluation index, we expect efficient operation of human resources for public order, accomplishment of social security aims such as crime prevention, management and supervision of socialization of ex-convicts.

우범자는 ‘전과자’ 라고 부르는 사람 중 재범 가능성이 있는 사람으로, 본 연구에서는 우범자의 관리 기준 수립에 근거가 될 수 있는 재범위험성 평가 도구(Korean Risk Management Scale for Offenders 이하 KRMS)를 개발했다. KRMS는 일반적인 재범 위험요인으로 구성된 공통문항과 살인, 조직범죄, 강절도, 마약, 방화범죄의 위험요인으로 구성된 각 범죄의 특수문항으로 이루어져있다. 이를 우범자 566명, 초범자 37명을 대상으로 실시, KRMS의 변별기준점 구분을 위해 ROC분석을 실시한 결과, 14점 이하는 현행관리제도상 자료보관대상자, 15점이상 19점 이하는 첩보수집대상자, 20점 이상은 중점관리대상자로 구분할 수 있었다. 객관적인 성격의 재범위험성 평가지표를 활용하여 우범자의 관리등급을 구분한다면, 치안인력의 효율적 운영과 함께 범죄예방 등의 사회 안전 목표의 달성 및 전과자의 사회화 과정을 관리, 감독할 수 있을 것으로 기대된다.
