The purpose of this study is to analyze information-exchange network which is formed among an education office, a local government, and schools while implementing Innovative Education District Project in A city, Gyeonggi province. 28 people working for the innovative Education District Project at the three institutions were surveyed and interviewed in this study. The collected survey data was analyzed utilizing NetMiner 4.0 to investigate the network properties. The analysis results are as follows: Firstly, it was revealed that the team in the education office was the central organization in this information-exchange network. Secondly, the connections among the teachers reflected in the network were scarce. Thirdly, the contents of the information exchanged in the network were mainly about employing and managing personnel and budget. Most of the schools requested information regarding the requirements for employment and the flexibility in budget expenditure. Fourthly, the people answering high level of trust in others who are also in charge of the policy implementation were contacted more often by other actors. Positive correlation between the perceived level of policy support by local community and actors’ level of centrality was also found. Lastly, the local government and the schools exchanged information in terms of budget expenditure and the accounting methods. In addition, according to the in-depth interview, they had different perspectives on educational outcome and the way of budget expenditure. Considering that a network among a local government, an education office, and schools plays essential roles in implementing and expanding district reform policy, it is meaningful to understand a network and its properties. Understanding it will be a useful data while continuously driving the collaboration-based educational business. In the long term, it is necessary to establish an effective communication system among the education office, the local government, and the schools based on research data about networks.

본 연구는 혁신교육지구사업을 추진하기 위하여 교육지원청, 시청, 그리고 단위학교가 형성한 정보교환 네트워크를 분석하는 데 그 목적이 있다. 이를 위하여 경기도 A시의 혁신교육지구 사업 담당자 28명을 대상으로 설문과 심층면담을 실시하고 NetMiner 4.0을 이용하여 네트워크의 특성을 분석하였다. 분석 결과는 다음과 같다. 첫째, 혁신교육지구사업의 정보교환 네트워크에서 주요행위자는 교육지원청의 전담팀인 것으로 나타났다. 둘째, 혁신교육지구사업 정보교환 네트워크에서 나타나는 단위학교 업무담당교사 간의 연결은 희박하였다. 셋째, 네트워크에서 교환되는 정보의 내용은 주로 인력 채용 및 관리와 예산에 관한 것으로 대부분의 학교에서 분야별 인력 채용 요건과 예산 지출의 융통성에 대한 정보를 요청하고 있었다. 넷째, 다른 담당자들이 접촉하려는 경향이 강한 행위자들은 사업 담당자를 신뢰하는 수준과 지역사회의 지원 정도에 대한 인식 수준이 높은 경향이 있었다. 다섯째, 시청과 단위학교의 담당자들은 예산 지출 및 결산 방식에 관한 정보를 주로 교환하고 있었으며, 심층면담 결과 교육의 성과를 바라보는 관점과 예산 지출 방식에 대한 인식에 차이가 있는 것으로 나타났다. 교육지원청, 시청, 그리고 단위학교 간 네트워크가 혁신교육지구사업의 실행과 확대에서 주요한 요소라고 전제할 때, 이 정보교환 네트워크가 지닌 특성을 파악하는 것은 의미가 있다. 이러한 특성에 대한 분석 결과는 교육협력을 통해 학생에게 도움이 되는 교육 사업을 지속적으로 추진할 수 있도록 조직 간 네트워크를 활성화하기 위한 전략을 마련하는 데 기초자료로 활용될 수 있다. 장기적으로는 네트워크에 대한 연구 결과들을 기반으로 시청(지방자치단체), 교육지원청, 그리고 단위학교의 효과적인 의사소통 체계를 정립할 필요가 있을 것이다.
