The purpose of this study is to provide suggestions to further procedure on 10 steps of standardized measurement scale development and to specifically present the cases. In this study, it was embodied in three for this purpose. First, it analyzed the current situation(2001∼2014) of the scale development on Korean Journal of Psychology(General, Clinical Psychology, Counseling and Psychotherapy, Industrial and Organizational Psychology) in the area of the validity. Second, it showed how the psychological attributes of the individual accurately is expressed questionnare, and suggested the step 10 as a method for evaluating whether the analyzed stably measured. Third, it was described with actually using the example about 10 steps of measurement scale development step by step. In the case of scale development situation of Korean Journal of Psychology between 2001 and 2014, it was dealing with only part of the development of measurement item, and put the emphasis type of validity region. Also it showed unsafely dealing types of the two regions features. In the case of the procedural recommendations of scale development's 10 steps, it was presented both the development of the measurement item (steps 1 to 4) and the validity verification area(5∼10 stages). And it specifically was to explain through development article on the measurement scale such as WESI scale. In this study, We discussed the meaning, future directions, and implications that research results have, and proposals for the development of both psychology and counseling are discussed.

본 연구는 표준화된 검사지 개발을 위해 10단계의 절차적 제언과 그 사례를 구체적으로 제시하는 데에 그 목적이 있다. 이를 위해 3가지로 구체화하였다. 첫째는 타당성 영역에서 한국심리학회지(일반, 임상, 상담 및 심리치료, 산업 및 조직)의 척도개발 현황(2001∼2014년)을 분석하였다. 둘째는 하나의 심리검사(지)가 어떠한 과정을 거쳐 개발되고, 이처럼 개발된 심리검사(지)가 실제로 개인의 심리적 속성을 얼마나 정확하게, 그리고 안정적으로 측정하는지를 평가 분석하는 방법으로 10단계를 제언하였다. 셋째는 실제로 측정척도 개발 10단계를 단계별 사례(case)를 통해 설명하였다. 구체적으로는 2001∼2014년 사이에서 한국심리학회지의 척도개발 현황의 경우 ‘측정항목 개발’에만 강조점을 둔 유형과 ‘타당성 검토’ 영역의 일부만을 다룬 유형, 그리고 이 두 영역을 불안전하게 다룬 유형의 특징을 보여주었다. 척도개발 10단계에 대한 절차적 제언의 경우는 ‘측정항목의 개발’(1∼4단계)과 ‘타당성 검토’(5∼10단계) 영역을 제시하였다. 그리고 척도개발 10단계의 적용 사례는 WESI scale(또는 영적감동예배의 예배요소 척도)을 통해 ‘측정항목의 개발’과 ‘타당성 검토’ 영역으로 설명하였다. 본 연구에서는 이러한 연구결과가 지니는 의미와 시사성, 그리고 측정척도 개발 연구의 발전을 위한 제언을 논의하였다.
