Recently, the Korean society began to realize that the students’ academic achievements are meaningless if their safety is not guaranteed. The Student Safety and Protection Act was enacted for the construction of the school safety management system. The main contents of this system include the construction of the school safety information system and the development of the Student Safety Index. The goal of this research is to deduce the implications for the development of the Korean Student Safety Index based on the comparative analysis of the Taiwanese and Japanese school safety education. The criteria of comparative analysis are the laws, the scopes and categories, and the indicators of school safety management. The research results show that the Taiwanese case emphasizes teacher’s safety competencies whereas the Japanese case stresses the school safety plan and system. In addition, the school safety can be well maintained when the safety infrastructure such as the collaborative system between ministries and organizations is well established.

최근 우리 사회는 학교에서 교육적 성취가 높아도 학생에 대한 안전이 보장되지 않으면 무용지물이 된다는 것을 체감하고 있다. 학교안전을 좀 더 체계적으로 관리하기 위한 체계 구축을 주요 내용으로 하는‘학생 안전 및 보호에 관한 법률(안)’의 제정이다. 이 법률안에서는 학생안전정보시스템을 구축하고 학생안전지수를 개발하여 조사‧공표하는 것을 주요 내용으로 삼고 있다. 이에 터하여 본 연구는 학교안전교육을 중시하고 있는 대만과 일본 사례를 통하여, 우리나라 학생안전지수 개발에 필요한 시사점을 도출하는데 연구의 목적이 있다. 비교 분석의 준거(근거)로서 학교안전 관련 법령, 학교안전 관리 영역 및 범주, 학교안전 관리의 주요 지표 내용 등이다. 연구 결과 대만에서는 교사의 안전 역량 지표가, 일본은 학교안전 계획 및 체계 지표가 주요 특징으로 분석되었다. 아울러 학교안전은 정부 관련 부처 및 관계 기관과의 연계협력 체제 등 안전 인프라가 확립될 때 비로소 안정적으로 운영될 수 있다고 보았다.
