Globalization and technical progress raise labor market flexibility, which leads full employment to disappear and makes employment unstable. In Korea, the number of irregular workers increased at a quick speed since the late 1990s. Among irregular workers, indirect employment workers recently attracted industrial relations researchers. The conflict between indirect employment workers and their employers exploded, and the social cost from the conflict surged. To solve this problem, researchers have presented diverse prescriptions. A social pact at the local level appears to be an effective solution to the problem. However, there is few research to show how the solution mechanism of a local social pact can be formulated. This study intends to find the mechanism. This study takes as a research strategy the comparative study of two cases. Suncheon(Hyundai Hysco) is a successful case, and Guro(Kiryung) is a failure one. This comparative study is quite experimental since most studies of a social pact look into national level cases. Hyundai Hysco is located in a small city, Suncheon, while Kiryung is located in a metropolitan area, Guro. Social actors in the two regions followed different strategic choices toward a social pact. Three actors were involved in the process of formulating a social pact and taking strategic choices. First, in the case of labor, workers and unions in Suncheon and Hyundai Hysco took moderate stance rather than militant one. The case of Guro and Kiryung was the reverse. Second, employers in Suncheon recognized Hyundai Hysco as an employer of indirect workers while those in Guro and Kiryung did not accept the responsibility to employ indirect workers as Kiryung's. Third, the mayor and the regional labor office in Suncheon played an active role in solving the problem regarding indirect employment workers in Hyundai Hysco. However, those in Guro were reluctant to be in involved in the employment problem of Kirung. The difference in strategic choices between Suncheon and Guro social actors made different results: a social pact or not. This comparative study provides some implications to employment problems and social pacts. First of all, interdependence among labor, management and government embark on negotiations. Second, the existence of tripartite meetings allows social actors to search for alternatives to the problems over indirect employment workers. Third, it is essential to devise partnership programs among three social actors.

비정규직 증가로 인한 고용불안정성을 해소하기 위한 유효한 방안으로 지역수준의 사회적 합의 가 지적되고 있다. 본 연구는 유용성을 강조하는데서 더 나아가 지역수준에서 고용문제를 해결하기 위한 사회적 합의 형성 메카니즘을 밝히고자 하였다. 현대하이스코와 기륭전자 사례 비교 연구는 지역수준 사회적 합의 메커니즘 형성 과정을 드러내준다. 노사정 당사자들의 협상 전략(노조내 온 건 세력 우세, 사측의 사용자성 인정, 정부의 적극적 개입)이 사회적 합의에 결정적인 요인으로 작용 하는데 본 연구의 두 기업 사례는 타 지역 사회주체에게 고용문제 해결을 위한 사회적 합의 형성과 관련한 시사점을 제공해준다. 즉 지역 노사정이 함께 할 수 있는 사회적 파트너쉽 형성 프로그램의 필요성이 절실하다는 점이 지적될 수 있다.
