The purposes of this study are to analyze the problems of social studies education in Korea from the 2007 Revised National Curricula to the present, and to propose its improvement measures. I reviewed the 2007, 2009, 2015 Revised National Curricula, and analyzed the backgrounds and issues of the revision processes of social studies curriculum. The problems and characteristics of social studies education in Korea are as follows: ① government-led inconsistent revisions of the curriculum, ② a nation-centered approach to citizenship education based on the ‘bucket theory’, ③ the serious undermining of political neutrality, ④ the adverse aspects of the ‘balloon effect’ and egoistic views of social studies education among educators with different interests in social studies: history, geography, civics and so on, ⑤ confusion about the nature of social studies. The improvement measures of social studies education in Korea are proposed as follows: ① innovation in curriculum and textbook development, ② maintaining political neutrality, ③ enhancing in-service social studies teachers’ professionalism, ④ reestablishing the nature of social studies.

이 연구는 2007 개정 교육과정기 이후 현재까지 한국 사회과교육에서 나타나고 있는 문제점과 특성을 분석하고, 이를 바탕으로 앞으로의 개선 방안을 제시하는데 목적을 두고 있다. 이러한 연구 목적을 달성하기 위하여, 2007/2009/2015 개정 교육과정을 살펴보고, 사회과 교육과정 개정 과정의 배경과 이슈를 분석하였다. 이러한 분석의 결과 최근 한국 사회과교육의 문제점과 특성으로, 첫째 정부 주도의 일관성 없는 교육과정 개정, 둘째 ‘양동이 이론’에 터한 국가 주도의 시민교육 접근, 셋째 정치적 중립성의 심각한 훼손, 넷째 영역이기주의와 풍선효과의 역작용, 다섯째 사회과 정체성의 혼란 등이라는 점이 밝혀졌다. 그리고 이러한 문제점을 극복하기 위한 개선 방안으로, 첫째 교육과정 및 교과서 개발체제의 혁신, 둘째 정치적 중립성의 보장, 셋째 교사의 사회과 전문성 신장, 넷째 사회과의 본질 회복을 제안하였다.
