80% of Residential Environment Improvement Projects of small and medium cities are in progress with local improved forms, so are business districts adapting Housing Environmnet Imporvement. Residential Environment Improvement Projects through 1st and 2nd steps partially obtain decent results for improving residents' quality of life and Residential Environment. We think that concrete presentation is necessary for the urban infrastructure , because the improvement and establishment of it as main contents of business will have a tremendous impact on the business outcome. This study investigates the actual conditions of urban infrastructure for Residential Environment Improvement District with local improved forms from 2001 to 2004 in medium and small city , Gunsan , and additionally designates the urban infrastructure item through improvement plan of existing study and the interview with local experts. Afterward, we produced the result about additionally urban infrastructure to be supports through questions of local real estate agents and experts . Though the fundamental infrastructure like roads and parking lots was ensured, we met problems of not pondering the shortage of facilities for common use and for supporting residents' profits. As of preparing for 3-step Residential Environment Improvement Projects, It is necessary to urban infrastructure of meeting residents' needs , prevent from turning into re-slums through continuously monitoring completed 1st and 2nd step Residential Environment Improvement Projects, and search for a plan to amplify urban infrastructure.

중소도시의 주거환경개선사업은 80% 이상이 현지개량방식으로 진행되고 있으며, 공동주택방식을 적용하는 사업지구도 현지개량방식으로 전환되고 있다. 2001년부터 2014년까지 1,2단계를 걸친 주거환경개선사업의 성과는 거주민의 삶의 질 향상, 주거환경 개선에 부분적 성과를 보이고 있다. 사업의 주된 내용이 되는 정비기반시설의 개선 및 설치는 사업성과에 큰 영향을 미치게 되는 바 정비기반시설의 개선방안에 대한 구체적 제시가 필요하다고 보았다. 본 연구는 중소도시 군산시에서 2001년부터 2014년까지 현지개량방식으로 진행한 주거환경개선지구를 대상으로 하여 정비기반시설 개선상황의 실태를 조사하고, 기존 연구의 개선방안과 지역 전문가와의 인터뷰를 통해 정비기반시설 항목을 추가로 지정했다. 이후 해당 지역의 부동산중개업자 및 전문가 설문을 통해 추가적으로 지원되어야 할 정비기반시설에 대한 결과를 도출하였다. 조사결과 도로 및 주차장 등의 기본적인 기반시설은 확보되었지만 주민공동이용시설의 부족과 주민소득원지원 시설은 고려되지 않은 문제점이 나타났다. 2015년부터 3단계 주거환경개선사업을 추진하는 시점에서 주민요구에 부합하는 정비기반시설이 고려되어야 하며, 기 완료된 1,2단계 주거환경개선사업의 지속적인 모니터링을 통해 재슬럼화를 방지하고, 정비기반시설을 확충하는 방안을 모색할 필요가 있다.
