The achievement standards introduced to Korean curriculum with the 7th curriculum revision in 1997 has not fully settled in the frontline in schools now, ten 20 years later. The educational world which needed to change to absolute evaluation from relative evaluation introduced achievement standard by referring to standard-based curriculum reform in the U.S. ‘Standard’ in the U.S covers the meaning of ‘content standards’ and ‘performance standards’ in the process used by ‘achievement standards’. Achievement standards should offer teachers information on the knowledge and function to teach, and students information on the knowledge, function and attitude to learn and know, content standards. Moreover, achievement standards consistent with each should be provided by dividing it into content standard and performance standards. Through this achievement standards, teacher come to know what to teach more clearly and students know what schools expect them to do and can actively engage in learning. Furthermore, achievement standards can increase the alignment in goals-learning-evaluation as achievement standards plays a reference role in evaluation.

1997년 제7차 교육과정 개정과 함께 도입된 성취기준은 20여년이 흐른 지금까지도 일선 학교 현장에 안착하지 못하고 있다. 상대평가에서 절대평가로의 전환을 위해 도입된 성취기준은 미국 기준운동의 영향을 받아 도입된 것이다. 미국의 ‘기준’이 ‘성취기준’으로 차용되는 과정에서 그것은 ‘내용기준’과 ‘수행기준’의 의미를 포괄하는 것으로 규정되었다. 성취기준은 수행기준 뿐만 아니라 교사에게는 가르쳐야 할 지식, 기능에 관한 정보, 학생에게는 배우고 익혀야 할 지식, 기능, 태도에 대한 정보, 곧 내용기준을 명료하게 제공해야 한다. 상대평가로 인해 고통 받는 학생들의 삶을 고려할 때 성취기준 중심의 절대평가가 일선 현장에 안착하기 위해서는 무엇보다 성취기준을 내용기준과 수행기준으로 구분하고 각각에 부합하는 성취기준 진술문을 제공해야 한다. 이를 통해 첫째, 교사는 가르쳐야 하는 것이 무엇인지를 알 수 있다. 둘째, 학생들은 학교가 자신들에게 기대하는 바가 무엇인지를 알고 학습에 임하게 된다. 셋째, 성취기준을 평가의 준거로 삼아 평가를 수행함으로써 교육목표-학습-평가의 일치를 확보할 수 있다.
