At the point of time when the neighboring countries unify structure of marine police and strengthen its roles to secure there own ocean sovereignty, the systematic job duties for maritime security and safety of Korea need to be constructed, and the concrete scope of work for the effectiveness of maritime and coast guard should be suggested through choice and concentration with the organizational and operative law. This study aims to investigate the property of duties for maritime security and safety government-affiliated police officials to conduct, and to analyze the concrete duties to ensure the effectiveness and efficiency of maritime security work with panel of experts using Delphi technique. So, the importance, necessity, and suitability of maritime security work and duties based on marine police-organizational legislation of Korea was estimated in this study, and the research shows that the maritime work and duties suitable for reality of this time should be operated through choice and concentration.

미래의 성장동력이라고 할 수 있는 해양에 대한 관심이 높아지면서, 우리나라 주 변국가들은 해양주권 확보를 위해 해양경찰 관련 조직의 일원화와 역할의 강화가 이 루어지고 있다. 이러한 시점에서 우리나라는 2014년 세월호 사고의 책임을 물어 해양 경찰청이 국민안전처 소속의 해양경비안전본부로 개편되었다. 이와 같은 과정 속에 서 해양경비안전을 위한 체계적인 직무 분장이 이루어졌어야 했으며, 선택과 집중을 통하여 해양안전과 경비업무 수행의 효율성을 담보하기 위한 구체적인 직무와 권한 이 조직 및 작용법적으로 제시되어야 했다. 하지만, 급격한 조직개편으로 인해 미흡 한 부분이 많았다. 이 연구에서는 해양경비안전 분야에서 소속 경찰공무원이 수행하여야 할 직무의 적절성을 규명하고, 해양경비안전 업무의 효율성을 담보하기 위하여 전문가 패널을 중심으로 한 델파이 기법을 활용하여 해양경비안전의 구체적인 직무를 분석하고자 한다. 이에 따라 「국민안전처와 그 소속기관 직제 시행규칙」에 따른 해양경비안전 직무의 중요성, 필 요성, 적합성을 델파이 기법을 활용하여 평가하였다. 이를 통해 해양 경비안전 직무의 적절성과 효율성을 담보하고, 구체적으로 해양경비안전 직무로서 보다 더 해경의 직무 현실에 맞게 선택과 집중을 통한 운용이 이루어질 것으로 기대 한다.
