Recently worldwide SNS has received unimaginable popularity. Due to this phenomenon, SNS has expanded its usability domestic and abroad. Since 2009, the police have used SNS to implement new policing in 2011, the police have established ‘online communication team’ and ‘new media communication division’. Not only that, the police has constructed SNS accounts at Facebook, Twitter, Blogs, and KaKao Story to see the fact relation of slanders against the police and to show the police position and its policies. Unlike other administrative agencies, the police’ SNS utilization and management has proven to be low compared to other agencies. Due to this reason, a research is in need to be carried out related to vitalization of SNS utilization in policing. Main goal of this study is to grasp the problems and actual condition of usage, SNS management, labor force, accessibility of expansion of police SNS usage. The study used legal basis as guidelines to make surveys and carried out a depth interview against the person in charge of policing SNS. And the result is analyzed with Computer Assisted Qualitative Data Analysis Software(CAQDAS) Nvivo 10. Nvivo 10 is suitable to analysis of the interviews. First, policing SNS is in need of creation of department completely in charge and is also in need of national police to have an integrated management. Second, more personnel and division of labor are required for the police use of SNS. Third, it is in need of periodic specialized education and revision of guidelines and security standards. Fourth, it needs improvement of accessibility. Fifth, expansion of policing practice to SNS usage is needed. Also, more interest of commanders is needed. SNS not only improves transferring information rate, but also does not constrain the dimension of time and place, where every communication is live and has the advantage of being costless which will only expand more users. For this reason, the police need to understand and revise the problem of SNS and supplement the deficiencies. This study suggests the expansion and the usage of police use of SNS. SNS utilization in policing will improve police workforce efficiency and the portrayed image of the police which will improve police legitimacy perceived by the public.

이 연구는 경찰이 SNS를 활용하여 경찰활동을 하는데 있어 문제점을 파악하고 해결방안을 모색하는데 있다. 경찰은 2009년부터 전 세계적으로 폭발적인 인기를 끈 SNS를 활용하여 경찰정책 홍보, 범죄예방, 교통정보 제공 등을 하고 있으며, 2013년에는 새로운 정부의 출범으로 ‘정부 3.0’이 시작됨에 따라 SNS 등 뉴미디어를 활용한 치안정보 제공, 치안공감대 형성 경찰활동을 더욱 강조하고 있다. 하지만 경찰청과 16개 지방경찰청의 SNS 담당자들을 인터뷰한 결과 관리와 활용 방식의 문제점이 드러났고, 인터뷰내용은 질적 자료분석 소프트웨어(Computer Assisted Qualitative Data Analysis Software: CAQDAS)인 Nvivo 10을 활용하여 분석했다. 분석결과로는 전담부서의 부재, 담당자의 인력부족 및 업무과중, 담당자 교육 부족 및 가이드라인의 미흡, 접근성의 부족, 제한된 SNS 활용 등이 문제점으로 나타났다. 이 연구에서는 이러한 문제점들을 바탕으로 경찰의 SNS 활용을 확대하기 위한 전담부서 개설 및 경찰청 단위의 통합적 관리, SNS 담당인력의 확보 및 업무분담, 정기적인 교육 강화 및 가이드라인 개정, 접근성의 제고, SNS 활용분야 확대 등의 방안을 제안했다.
