Cost estimation is necessary and important in the process of weapon system acquisition to support efficient use of national defense budget. Thus, researches about parametric methods for cost estimations are extensively studied. The U.S. and some European nations have various and enough data for cost estimations, but we do not have those data to develop the cost estimation relationships(CERs) by which cost estimations for weapon systems are estimated. As a result, the accuracies of the CERs are relatively low. (The CER is the another name of the regression in the field of cost estimations.) In addition, we have developed CERs, assuming that relations between costs and cost drivers are linear. In most cases, however, those relations are nonlinear. In this research, we suggest variable transformation methods for developing CERs to deal with deficiency and non-linearity of the data for cost estimations. We use historical Korean data of ground missile systems to develop CERs, and compare the accuracies of the cost estimations before the transformations with those of cost estimations after transformations. Also, we propose an efficient application policy on selecting a transformation method according to the characteristics of the data, such as outlier and non-linearity.

비용 추정은 효율적인 국방예산운용, 자원 획득과 집행을 위해 필수적인 과정으로 무기체계 획득을 위한 초기단계에서 모수추정법을 이용한 비용추정 연구가 활발히 이루어지고 있다. 하지만 다양한 무기체계에 대한 연구개발 경험이 있는 미국이나 유럽 일부 국가와 달리 국내 개발 실적이 저조하여 실제 분석에 사용되는 데이터의 수가 매우 적으므로 일반적인 회귀분석 기법을 활용할 경우 비용추정에 대한 정확도가 낮아지는 경향이 있다. 또한 기존의 비용추정모델 개발 간에는 비용과 비용인자 간의 관계를 선형적으로 가정하고 회귀분석을 실시하였으나, 무기체계의 형상 및 성능이 향상되는 정도와 이에 따르는 연구개발 및 양산 비용간의 관계는 선형이 아니라 비선형으로 해석되는 경우가 많다. 이는 종속변수와 독립변수의 관계를 비선형으로 분석할 필요가 있다는 것을 의미하고, 특히 데이터의 수가 적은 경우는 그 필요성이 더욱 요구된다. 본 연구에서는 비용추정 결과의 정확도를 향상시키기 위해 모수추정법을 적용한 비용추정관계식 개발간 다양한 변수변환 기법을 적용하여 결과를 비교하고, 데이터의 이상치와 비선형성 등의 특성에 따른 효율적인 적용 방안을 제시한다.
