This study is aimed to illustrate the process by which the multicultural curriculum and education program have been developed for the cultivation of multicultural citizenship of high school students. Unlike the existing multicultural programs that put an emphasis on cultural diversity and difference on the basis of cultural relativism, this study establishes a general purpose of multicultural education in terms of multicultual citizenship which refers not only to cultural relativism but to understanding the mechanism by which cultural difference leads to discrimination and inequality and solving those problems. For that purpose, this study makes an attempt at establishing the core purpose of multicultural education, constructing the content system, and developing the program relevant to the level of high school students. Based upon the general framework of social studies textbook in high school, the program consists of ‘Unit Title, Lesson Objective, Raising the Question, Body, Inquiry’ as the module of sections. It has been revised after the example application and the professional advice on the relevance to the level of high school and the content validity. The program is finally composed of 4 chapters and 12 sections dealing with cultual power, citizenship, solidarity and etc.

본 연구는 다문화 시민성을 함양하기 위한 고등학교 다문화 교육과정 구성과 교육 프로그램 개발 과정을 서술한 것이다. 문화상대주의에 입각하여 문화 다양성 및 문화 차이 이해에 중점을 둔 기존의 다 문화교육 프로그램과 달리, 본 연구는 문화상대주의 관점뿐만 아니라 문화 간 차이가 차별과 불평등을 초 래하는 기제에 대한 이해와 문제 해결을 포괄하는 다문화 시민성을 학교 다문화교육의 일반 목표로 설정 하였다. 이에 기반하여 고등학교 수준에 적합한 학교 다문화교육의 핵심 목표 설정과 내용 체계 구성 및 구체적인 프로그램 개발을 시도하였다. 고등학교 사회 교과서의 일반적인 구성 체계에 착안하여, 프로그 램을 ‘단원명-학습목표-생각열기-본문-탐구활동’을 모듈로 한 소단원으로 구성하였다. 이후 시범 적용 및 전문가 자문을 통해 학교급별 적합성 및 내용 타당성을 평가받았으며, 최종적으로 문화 권력, 시민권, 연대의식 등의 내용을 포괄하는 4개의 대단원, 12개의 소단원으로 구성된 고등학교 다문화교육 프로그램 을 확정하였다.
