The purpose of this study is to confirm that the idea and religious structure of Donghak was an important passage for recruiting peasants in the development of the Donghak Peasant Movement. To fulfill this purpose, observation was made on the formation of the ideas of Choi Jae Woo and installation of the Job System during the early development of the religious body of Donghak. Particularly, the Sabaltongmun, composed by Jeon Bong Jun in the Gobu area before the advent of the Donghak Peasant Movement confirms that the revolutionary powers of the Donghak body was preparing for the revolution of our society and nation. It can be confirmed that most of the figures who signed the Sabaltongmun were affiliated with the Donghak body. Moreover, we can assume that these figures were trying to use the religious body of Donghak to proceed with this plan. On another perspective, we can presume that this Sabaltongmun plan was chosen for the revolution by the society reforming powers. This method can be confirmed in the development of the Donghak Peasant Movement. Thus, the Sabaltongmun not only simply served as the position of the Donghak body against the Gobu governmental office, but - as can be seen from the plan to move to Seoul - served as a proclamation against the whole Chosun Dynasty. Likewise, the leaders of each area presented the ideas of Donghak in the Donghak Peasant Movement and endeavored to mobilize peasants in diverse forms using the religious body of Donghak.

본고는 동학농민운동의 전개과정에서 동학의 사상과 종교조직이 농민 동원의 주요한 통로가 되었음을 확인하고자 하는 목적에서 서 술되었다. 이 목적을 달성하기 위해 초기 동학교단의 성립 과정에서 수운 최제우의 사상 형성 과정과 접 조직의 설치에 대해 살펴보았 다. 특히 전봉준이 동학농민운동을 일으키기 전에 고부지역에서 작 성한 사발통문은 당시 동학교단의 변혁지향세력이 국가와 사회의 개혁을 위한 준비를 하고 있었음을 확인해준다. 이 사발통문에 서명 한 인물들의 면면을 보면 대부분 동학교도임이 확인된다. 또한 이들 의 면면에서 이들이 자신들의 거사에 동학교문의 종교조직을 이용 하려고 하였다는 사실을 추측할 수 있다. 다른 한편 이 사발통문 계획을 통해 동학 내의 사회변혁지향세력 이 개혁을 위해 채택한 방법을 알 수 있다. 이 방법은 향후 동학농민 운동의 전개과정에서 확인된다. 따라서 사발통문계획은 단순히 고 부관아에 대한 고부지역 동학교단의 입장이 아니라 서울로 올라간 다는 거사 계획에서 볼 수 있듯이 전조선에 대한 포고문이라고도 할 수 있다. 이렇게 보면 동학농민운동의 전개과정에서 확인되는 각지 의 지도자들은 동학의 사상을 운동의 전면에 내거는 한편 어떠한 형 태로든 동학의 종교조직을 통해 농민을 동원하였음을 알 수 있다.
