This study aims to suggest the measures of improvement and development of new qualification items in the area of educational service in terms of upgrading applicability of qualification items in this area. In order to carry out this study literature and material investigation was implemented to figure out the operational situation of qualification items in educational service, and also expert meeting and interview were arranged to collect opinions from experts. Moreover, questionnaire was prepared to collect opinions about applicability of qualification in the area of educational service and development of new qualification items from 300 respondents. Based on this results, comparability analysis of qualification items' applicability are examined from standpoints of view of employability, security of employment, speciality of job, relevance of payment In connection to the results of questionnaire survey, weakness of qualification items in educational service was secured, which led to develop improvement of qualification items focused on counselling, gifted children education, new born child and infant carer, learning instruction. Measures of detailed improvement was prepared for qualifications items related to learning instruction such as learning cousultant, school teacher after school, culture educator. Through formalizing method and criteria to develop new qualification items 11 qualification items including disable lifelong learning instructor were selected, which was based on questionnaire survey. Finally 4 qualification items such as learning consultant, disable lifelong learning instructor, gifted children instructor, new born child and infant carer were selected for developing new qualification items with priority in the field of educationa service. Educational service of social service is expected to expand employment to connect between work and welfare as referencing new qualification items being suggested. Possibility to develop licenses such as field of health and welfare is low, but development of new national qualification items, and diversification and quality control of private qualification items are needed to meet the demands of consumers and market.

이 연구의 목적은 교육서비스 분야 자격 종목 전반에 대한 개선 및 신설 방안 제시를 통하여 교육서비스 자격의 활용성을 제고하는데 있으며 구체적인 목표는 첫째, 교육서비스 분야 국가 및 민간자격의 개선 방안, 둘째, 교육서비스 분야의 일자리 창출이 가능한 신규 자격종목 개발 방안의 제시이다. 이 연구의 수행을 위하여 문헌 및 자료 조사를 통해 국내 교육서비스 분야 자격 운영 현황을 분석하였으며 전문가의 의견수렴을 위한 전문가협의회 및 면담조사를 실시하였다. 아울러 교육서비스 분야 자격종목 활용성과 신규 발굴할 자격에 대한 의견 수렴을 위하여 총 300명을 대상으로 설문조사를 실시하여 교육서비스 자격의 취업가능성, 고용안정성, 직무 전문성, 보수적정성 관점에서 활용성 비교분석을 실시하였다.이와 연계해서 교육서비스 분야 자격종목의 문제점 도출을 통해서 상담, 영재교육, 영유아 돌봄, 학습지도 관련 자격을 중심으로 교육서비스 자격 개선방안을 제시하였다. 학습지도 관련 자격의 경우 학습컨설턴트, 방과후 학교교사, 문화교육사 자격종목에 대한 구체적인 개선방안을 마련하였다. 신규 자격발굴을 위한 절차와 방법, 기준을 정형화하고 이에 기반하여 설문조사를 실시하여 장애인평생교육지도사 등 11개 자격종목을 선정하였다. 이 결과를 바탕으로 전문가협의회 및 면담조사를 통해서 최종적으로 학습컨설턴트, 장애인평생교육지도사, 영재지도사, 영아돌보미 4개의 자격종목을 우선적으로 교육서비스분야에서 신규로 발굴할 자격종목으로 제시하였다.사회서비스 중 교육서비스는 신규 자격종목 제안에서 나타난 바와 같이 일과 복지를 연계하여 고용을 촉진할 수 있는 분야로 기대되고 있다. 보건복지 자격과 같이 면허성 국가자격의 위상을 갖고 의무 고용이나 영업의 인허가 등 배타적 권리에 의한 일자리 창출 가능성은 낮으나, 교육서비스에 대한 수요자의 요구가 점차 높아짐에 따라 국가자격의 신설 및 민간자격의 다양화, 그리고 이것의 질 관리를 통해 시장의 수요에 부응할 수 있도록 하는 것이 필요하다.
