This study is to define the characteristics of contents of textbook for Civics at Shinagawa-gu, Japan. As a result of analyzing 4 textbooks of Civics, there were five characteristics. First, a Civics was composed of five fields: self-management, autonomous activity, formation of human relationship, culture creation, and future design. Second, the priority area of each grade was separated into the followings: self-management in the first and second grade, formation of human relationship in the third and fourth grade, autonomous activity and culture creation in the fifth, sixth, and seventh grade, and future design in the eighth and ninth grade. Third, the expansion of contents in each chapter was composed of five stages: discovery of task, knowledge acknowledgement, training of talent, implementation in daily life, and organization and evaluation. Fourth, understanding, interest, and participation in local society are dealt repeatedly in the social and cultural aspect, political aspect, economic aspect. Fifth, the contents to raise national citizenship-aspect regarding formation of publicness such as character building, formation of basic lifestyle, formation of human relationship, norm consciousness, etc.

본 연구는 일본 시나가와구(品川區)의 ‘시민과’ 교과서를 분석하여 내용 구성의 특징을 밝히는데 그 목적을 두고 있다. 이를 위해 1·2학년용부터 8·9학년까지의 시민과 교과서 4권을 분석한 결과 다음의 다섯 가지 특징이 드러났다. 첫째, 시민과는 자기관리, 자치적 활동, 인간관계 형성, 문화창조, 미래설계의 다섯 영역의 단원으로 구성되어 있으며, 각 영역별 3가지 능력 육성을 위한 내용으로 체계적으로 구성되어 있다. 둘째, 학년군별 중점 영역이 1·2학년에서는 자기관리 영역, 3·4학년은 인간관계 형성 영역, 5·6·7학년에서는 자치적 활동 영역과 문화창조 영역, 8·9학년에서는 미래설계 영역으로 다르게 나타나 있다. 셋째, 단원별 내용전개는 과제 발견, 지식 인식, 기능 훈련, 일상생활에의 실천, 정리 및 평가의 5단계로 구성되어 있다. 넷째, 사회·문화적 측면, 정치적 측면, 경제적 측면에서 지역 사회에 대한 이해와 관심, 참여에 대한 내용을 반복적으로 다루고 있다. 다섯째, 인격 형성, 기본 생활 습관 형성, 대인 관계 형성, 규범의식과 태도 등의 공공성(公共性) 형성에 역점을 둔 국가시민 양성을 위한 내용으로 구성되어 있다.
