This study developed an instrument that measures adult learning levels through the perspective of lifelong learning so that the instrument can be used in human resource development(HRD). A comprehensive literature review and the Delphi survey allowed four key elements of adult learning and 60 items for measuring them to identify. Through a survey that was conducted on 452 employees who work at business organizations, the items were statistically verified. The analysis resulted in the identification of four key elements of adult learning including ‘the ability to make meaning,’ ‘the capacity of conscious communication,’ ‘the power of execution,’ and ‘the capacity of reformatting’and the development of an instrument to measure the elements of adult learning having a total of 31 items. This study contributes to expand perspectives on adult learning used in existing HRD. Moreover, the result of this study has significance for HRD in that the study creates and verifies an available instrument to measure adult learning levels from the viewpoint of lifelong learning in the practice. Practitioners will still have to be cautious in using the instrument’s results. Further studies in multiple organizational settings will be needed in order to achieve better validity and reliability of the instrument.

이 연구의 목적은 평생학습의 관점에서 성인학습을 재구조한 배움의 개념에 기초하여, 인적자원개발을 위한 성인의 배움 수준 측정도구를 개발하기 위한 것이다. 이를 위해, 문헌 분석과 델파이 조사를 실시하여 성인배 움의 핵심요인 네 가지와 이에 따른 측정문항 60개를 구체화하였다. 이후 452명의 기업체 근로자를 대상으로 해당 측정문항에 대한 통계적 검증을 실시하였다. 분석결과, 인적자원개발을 위한 성인배움의 네 가지 핵심요 인으로, ‘의미생성력’, ‘의식소통력’, ‘실천력’, ‘개조력’이 확정되었으며, 이를 측정하기 위해 총 31개 문항으로 이루어진 측정도구가 최종 개발되었다. 이 연구는 기존의 인적자원개발에서 활용되어 온 성인학습에 대한 시각을 확장하고, 측정도구를 구안, 이를 검증하였다는 점에서 의의가 있다. 다만 해당 측정도구의 현장 활용에 있어 신중할 필요가 있으며, 보다 나은 측정도구를 위한 폭넓은 후속연구가 요구된다.
