South Korea recently experiences a shrinking migrants by changed its national image and improved its status in the world. According to this situation, the word of 'Multiculturalism' is becoming more common and essential not choice matter in South Korea. The Korean government, however, is operating mechanism to only manage migrants in the way of inclusion and exclusion. Besides, it is difficult to form multicultural society because of the Korean society intrinsic in homogenous nationalism. Furthermore, social integration program has assimilation feature, so it is carried out migrants to make 'Koreans' rather than respect and embrace a variety of culture. On the other hand, migrants not only build their new identity through sharing of culture to unite in each national or ethnic group, and mutual aid, but also demand their equality and recognition by protest rally. The object of this study was conducted to analyze how process the situation of migrants' empowerment focusing on change of society in South Korea.

한국은 최근 달라진 국가 이미지와 국제적 지위 향상에 의해 비교적 단기간에 급증하는 이주자를 경험하 고 있다. 이로 인해 한국은 ‘다문화’라는 용어가 보편화되고 있으며, 다문화는 선택이 아닌 필수라는 인식이 퍼지고 있다. 하지만 수용과 배제라는 이원적 방식으로 운영되고 있는 한국의 이주자 관리 메커니즘과, 한 국 사회에 내제하는 순혈주의는 다문화 사회 형성에 있어 난점으로 작용하고 있다. 더불어 한국 정부의 사회 통합 프로그램은 다양한 문화를 존중하고 포용하기 보다는 ‘한국화’를 목표로 한 동화주의적 측면에 머물고 있다. 하지만 한국 내 이주자들은 국가․민족별 결집을 통한 문화 공유와 이주자 간 상호부조 등을 통해 자신 들의 정체성을 새롭게 정립하고 있으며, 집회와 시위를 통해 자신들에 대한 동등한 취급과 인정을 요구하고 있다. 이 연구는 이상과 같은 한국 사회의 변화에 주목하여 한국에 거주하고 있는 이주자의 세력화가 어떠한 방식으로 전개되고 있는지를 분석했다.
