This paper attempts to measure the difference between the importance of and satisfaction with the factors affecting happiness of local residents in Jeju Province, to prioritize the policy measures using select and concentration strategy , and to put forward policy implications for local governments to enhance happiness of their residents. For this research purpose, IPA Matrix analysis method was employed. The 1, 056 local residents in Jeju Province responded to the questionnaire designed for this research. The analysis results are summarized as follows. First, it is discovered that health area is the most important one to be tackled from policy point of view, followed by economy, welfare, and public adminstration. It indicates that Jeju Provincial Government should primarily focus on improving health system for local residents. Second, the itemized analysis of the difference between the importance of and satisfaction with factors affecting residents’a happiness shows that conditions of general hospitals located in the region should be preferentially ameliorated.

본 연구에서는 제주특별자치도 주민의 행복도를 높이는 요인들의 중요도와 만족도의 차이는 어떠한지 그리고 어떤 요인을 가장 우선적으로 높여야 행복도 수준이 높아지는지에 대해 알아보기 위하여 IPA 분석을 실시하고, 선택과 집중을 해야 하는 민생시책을 탐색하는데 목적을 두었다. 조사대상은 제주특별자치도의 지역주민 1,050명이며, IPA 분석을 실시한 결과는 다음과 같다. 첫째, 행복도에 영향을 미치는 요인에 대한 영역별 중요도와 만족도의 차이에서 16개의 영역 모두 ρ<.001 수준에서 유의한 차이를 보였다. 가장 큰 차이를 보인 영역은 ‘건강’이었고, 다음으로 ‘경제’, ‘복지’, ‘행정’이었다. IPA 매트릭스의 2사분면에 속한 영역 역시 ‘건강’ 영역으로 나타나, 제주도민의 행복도를 높이기 위해서는 건강영역에 가장 우선적으로 비용과 노력을 투자해야 하는 것으로 이해할 수 있다. 둘째, 행복도에 영향을 미치는 요인에 대한 항목별 중요도와 만족도의 차이에서는 98개 항목 모두 ρ<.001 수준에서 유의한 차이를 보였다. 가장 큰 차이를 보인 항목은 ‘종합병원수준’으로 나타났다. IPA 매트릭스의 2사분면에 속한 항목은 총 11개로 의료여건, 의사수준, 종합병원수준, 경찰서비시수준, 물가수준, 먹거리안정성, 직업선택기회, 지역미래개선가능성, 실직대책, 여가에 대한 만족도, 나의소득수준이었으므로, 이에 대한 우선적인 민생시책 발굴이 요구된다.
