In this paper, the intention to use of parental leave system according to the implementation of the system in the organization was explored in a sample of 788 dual-earner women with preschool children. By using analysis of variance and cross-tabulation analysis, we revealed the relationships between the intention to use of parental leave system and individual, family and work related variables. In conclusion, several implications might be drawn from this study. For Group 1(no parental leave system - intention of using parental leave exists), the parental leave system must be enforced. For Group 2(parental leave system exists - intention of using parental leave exist), more family-friendly atmosphere in the organization should be created. For Group 3(no parental leave system - no intention of using parental leave), another system, like provision of child care service, or flexible work program, would be needed. For Group 4(parental leave system exists - no intention of using parental leave), the current parental leave system needs to be improved.

본 연구는 미취학 자녀를 둔 맞벌이 가정을 대상으로 육아휴직제도 시행 유무에 따른 육아휴직제도 이용의사 를 분석한 후, 이를 토대로 하여 정책 수혜자의 요구도에 부합하는 정책적인 발전 방향을 제안하는 것을 목적 으로 하였다. 연구결과를 요약하면 다음과 같다. 첫째, ‘제도 미시행 - 육아휴직제도 이용의사 有’ 집단에게는 부모가 아이를 키울 수 있는 시간을 확보해 주는 것이 필요하므로 육아휴직제도의 시행이 무엇보다도 중요하다. 둘째, ‘제도 시행 - 육아휴직제도 의사 有’ 집 단에게는 눈치 보지 않고 육아휴직제도를 사용할 수 있도록 가족친화적인 직장 분위기를 조성하는 것이 중요 하다. 셋째, ‘제도 미시행 - 육아휴직제도 이용의사 無’ 집단에게는 육아휴직과 같이 돌봄 시간을 지원해 주는 방식 보다는 다른 형태의 자녀양육지원제도, 이를 테면 믿고 맡길 수 있는 보육시설의 확충이나 부모의 근무 시간대 등을 고려한 맞춤형 보육서비스의 제공 등이 필요하다. 넷째, ‘제도 시행 - 육아휴직제도 이용의사 無‘ 집단에게는 현재의 육아휴직제도가 갖는 부정적 효과성을 감소시킬 수 있는 제도의 개선이 필요하다.
