The environment for public order that surrounds the korean police is rapidly changing. The crimes in our Korean society is increasing in a quantitative and qualitative way. This rapid growing demand for the public order in our society has many difficulties for the limited police power to deal with. The basic theories of volunteer patrol activities for community crime prevention are police service co- production and community policing and situational crime prevention and informal social control. Community residents in voluntary crime prevention will make them feel safer and criminal prevention. With the active participation of community residents in crime prevention, real crime can be expected to decline as well. In this study, various methods of citizen participation in crime prevention activities look at the realities and operational issues' voluntary night guards seeking ways to strengthen the support of community based activities operating. First, it is necessary to give regal basis for volunteer patrol activities. Second, it is need to increase partnership between police and citizen. Third, it also necessary to give some incentives to participants in volunteer patrol activities. Finally, it is needed to police training is needed for active volunteer patrol activities.

우리나라의 경찰관 1인당 담당인구수는 500명에 육박할 정도로 경찰의 인력 및 자원이부족한 실정이다. 이와 같은 상황에서 경찰은 지역사회경찰활동, 민경협력 등을 적극적으로 전개하며 부족한 경찰력의 한계를 보완 하고 있다. 이러한 활동 중에 가장 대표적인단체가 지역사회 곳곳에서 순수한 자원봉사 활동으로 운영되고 있는 자율방범대이라고할 수 있을 것이다. 2013년 6월말을 기준으로 전국의 자율방범대 조직을 살펴보면, 총 4,055개의 단체가 활동 중이고, 자율방범대원으로 참여하고 인원은 101,367명으로 우리나라의 경찰인력과 비슷한 수준에 이르고 있다. 경찰과 자율방범대의 형사범에 대한 합동검거실적은 2012년 736명이며, 순찰활동을 통해 범죄를 신고한 건수는 4,119건으로 나타났으며, 범죄예방활동과 관련된 자율방범대의역할이 상당한 부분을 차지하고 있는 실정 이다. 하지만 자율방범활동 지원 근거를 위한 지방자치단체의 자율방범대 관련 조례 현황은2014년 2월 기준으로 전 국 71개의 지방자치단체에서만 자율방범대 지원과 관련한 조례를시행하고 있어, 대부분의 자율방범대는 열악 한 환경 속에서 지역사회에 봉사적 차원으로운영되고 있는 실정이다. 또한 경찰과 유기적인 협조가 부족하고 관련 법안 또한 지연되고 있다. 따라서 이 연구에서는 치안거버넌스적 측면에서 부족한 경찰력에 실질적인 도움을 주고 있는 지역사회 주민들의 적극적인 자율방범활동의 활성화를 위한 방안들에 대하여 제시하였다.
