A major role of marine pollution control organization is to minimize the damages to citizens and destruction of marine environment done by the marine pollution accident. This study analyzed the organization of Korea Coast Guard (KCG) to suggest the ways to improve the performance of KCG in terms of marine pollution control. To do so, this study reviewed and analyzed the current status of marine pollution and major countries’ marine control organizations. Analysis showed that the problem rises from the fact that civilian officers who control the pollution takes up only a small part of the organization while the major part of KCG is police officers. This study suggest the merger of police officers and generalist civil servants to perform better in terms of marine pollution control. This will help to improve the quality of service, level of commitment, motivation and specialty that will eventually enhance the performance of marine pollution control function.

해양오염방제조직의 핵심 업무는 해양오염사고에 신속하게 대응하여 국민의 재산과 해양환경에 대한 피해를 최소화하는 것이다. 이 연구는 이러한 기능을 수행하는 해양경찰청의 조직과 인사관리를 개선하는 방안을 모색하고 있다. 이를 위하여 우리나라의 해양오염 사고관리의 현황, 그리고 해양경찰청 오염방제조직의 현황과 문제점에 대한 분석과 미국 해안경비대, 일본 해상보안청, 영국 해사ㆍ연안경비청 등 선진국 오염방제조직의 사례를 분석 하였다. 분석 결과 현재 해양경찰청 직원의 신분 이원화로 인해 오염사고 현장에서 방제업무를 담당하는 일반직 공무원에는 집행력이 확보되어 있지 않아, 사건처리 책임자 혹은 담당자로서의 역할을 원활히 수행하기 어려운 상황이라는 점이 파악되었다. 이러한 문제를 해결하기 위한 대안으로 본 연구에서는 신분일원화를 제안하고 있다. 신분일원화를 통하여 행정서비스의 질 개선, 방제 업무수행의 집중도 향상 등 해양오염방제 업무의 전문성 향상을 꾀할 수 있을 것이며 신속한 사고대응, 업무협력 확보 및 중복업무 방지 등 해양오염사고의 대응력을 향상시킬 수 있을 것이다. 그리고 인사관리의 개선이 가능하며, 일반직 공무원의 업무동기도 높아질 수 있을 것으로 예상된다.
