Our society increase interest about the safety of local residents due to the increased level of risk and the limits of police force by rapid social change. So, Concept of cooperative policing is very important. The police are aware of the importance of cooperative policing to overcome the limitations of police forces in a practical way and it is police cooperation groups that play a pivotal role in cooperative policingTherefore, recently the police organizations have begun to place more emphasis on maintaining public security through cooperative efforts with local residents etc than on the conventional crime prevention activities such as crime or offender. In particular, the network between the police and cooperation groups that are in charge of security administration and the community’s overall administration respectively plays an important role in maintaining local security. Cooperative policing comes in a variety of forms to make up for the insufficiency of police force, but has little or no practical effect. This Study is intended to explore solutions to revitalization police cooperation group in terms of crime prevention by analyzing the current status of police cooperative groups presented in the classification of those groups by function among of various cooperative policing. There are the Community Safety Council, Voluntary Community Patrol Service, Children's Safety House such cooperation groups. This study aims to search for a way to revitalize police cooperation groups after grasping theoretical background of cooperative policing, current status and problems of our police.

우리나라는 급속한 사회변화와 함께 위험 수준의 증가로 인하여, 경찰력의 한계와 지역주 민들의 안전에 대한 관심이 증대되고 있다. 따라서 협력적 치안의 개념은 매우 중요하다. 현실적으로 이러한 경찰의 한계를 극복하기 위하여 협력치안의 중요성에 대해 경찰도 인 식하고 있으며, 협력치안에 있어 가장 중추적인 역할을 담당하고 있는 것이 경찰협력단체 라 할 수 있다. 최근 경찰조직은 과거 범죄 또는 범죄자 위주의 활동에서 벗어나 지역주민과의 연계를 통 한 협력치안으로 경찰활동의 초점을 옮겨가고 있다. 특히, 치안행정을 담당하는 경찰과 지 역협력단체와의 네트워크 구성은 지역치안활동을 지속시키는데 중요한 역할을 담당하고 있다. 이와 함께 경찰력의 부족을 보완하기 위하여 다양한 형태의 협력치안도 이루어지고 있으나 실질적으로 효과는 미약한 실정이다. 이 연구는 경찰의 다양한 협력치안단체의 분류 중에 경찰소관 기능별 분류 중 범죄예방활 동과 밀접한 관련이 있는 생활안전 분야에 소속되어 있는 경찰협력단체를 대상으로 논의 하고자 한다. 이러한 지역협력치안을 담당하는 단체에는 생활안전협의회와 자율방범대, 아동안전지킴이집 등이 있다. 이 연구에서는 협력치안의 이론적 배경을 비롯해 우리 경찰의 치안협력단체의 운영 실태 및 문제점을 살펴보고, 치안협력단체의 활성화를 위한 방안을 모색하고자 한다.
