The purpose of this study was to provide a clue for good governance on teacher policies through analyzing the problem on the basis of process and outcome about the teacher evaluation policy, principal public subscription system, and performance-based pay system for teachers. To achieve this purpose, the article suggests the index task-oriented for good governance through exploring for a lack of governance on teacher policies cases that has been discussed. The main suggestions for the research are as follows: First, a mechanism is required to manage and coordinate conflicts that arise in the course of policy among stakeholders. In addition, the network is needed to embrace the relationship among the various stakeholders. Second, it is needed to ensure the participation of stakeholders who take a opposite stance, and to build multidimensional verification procedure to be converged. Such participation guarantees and procedures act would be a mechanism to build trust between the government and stakeholders. Therefore, teacher policies should be improved by specialization, mediation, and network in terms of efficiency and responsiveness based on mutual trust regarding the democratic property.

본 연구는 그간 끊임없는 논의의 대상이 되어 온 세 가지 대표적인 교원정책을 사례로 하여 우리나라 교원정책의 거버넌스가 결여하고 있는 부분은 무엇인지를 탐색하고, 이를 토대로 교원정책이 지향해야 할 굿 거버넌스 지표들은 어떠해야 하는지를 제안하고자 한다. 이를 위하여 본 연구에서는 선행연구와 문헌검토를 통하여 굿 거버넌스의 구성요인을 고찰하고, 이를 토대로 주요 교원정책(교원능력개발평가제, 교장공모제, 교원성과급제)의 추진과정과 그 결과에 대한 평가를 실시하였으며, 주요 교원정책들의 정책결정 과정에서 나타난 취약성과 문제점을 분석하고, 교원정책의 굿 거버넌스를 위한 시사점을 제공하고자 하였다. 연구의 결과를 토대로 본 연구에서는 다음과 같은 시사점을 제시하였다. 첫째, 정책의제설정에서 집행에 이르는 정책 과정에서 발생하는 이해관련 당사자들 간의 입장 차이와 갈등을 관리하고 조정할 메커니즘, 그리고 다양한 이해관계 당사자들을 포괄하는 네트워크가 요구된다. 둘째, 반대 의견을 가진 이해관계 당사자들의 참여 보장과 이들의 주장이 수렴될 수 있는 다차원적인 창구가 마련될 필요가 있다. 이러한 참여 보장과 절차는 정부와 이해당사자들 간의 신뢰를 구축하는 기제로 작동이 되기 때문이다. 마지막으로, 교원정책은 효율성 측면에서는 전문성, 조정력, 네트워크 요소가, 민주성 측면에서는 무엇보다도 우선 상호신뢰에 근거한 반응성이 제고될 필요가 있다.
