This study explored theoretical standard about korean political party reform including congressional party coalition. The influence of the presidential system's power structure on the strategic choice of the party was analysed. Through the analysis of the responsible party model in the presidential system by the literature study method, following findings and implications were extracted. First, responsible party model is not only necessary but also inevitable in the inside and outside congress. The reasons are two: one is to establish party centralism in the representing process, the other is to get the efficiency in the governing process. Second, this model can be positively applicable in Korea. However, political actors' payoff structure should be changed toward reinforcing party responsibility. This is because party coalition in the presidential system may be changed according to the actors' strategic selection. Presidential leadership as a behavioral variable and voters' voting behavior as an outside variable are also critical factors to establish political party responsibility.

이 글은 대통령제라는 권력구조 특성이 정당의 전략적 선택에 어떤 영향을 미치는지를 살펴봄으로써 원내의 응집력을 포함한 한국 정당개혁의 지향점에 관한 이론적 기준을 찾아보려는 데에 목적이 있다. 문헌연구 방식으로 대통령제 국가에서 책임정당(responsible party) 모델이 적용 가능한가라는 문제를 검토해 본 결과 한국 정당정치에 대해 다음과 같은 함의를 얻을 수 있었다. 먼저 필요한가라는 측면에서 말하면 책임정당은 원내외에서 필요할 뿐만 아니라 불가피하다는 결론을 내렸다. 그 이유로 다음 두 가지를 확인하였다. 하나는 대표과정(representing)에서 정당중심성의 확립을 위해서이고, 다른 하나는 국정과정(governing)에서 효율성의 확보를 위해서였다. 가능한가라는 측면 역시 긍정적이었다. 그러나 내각제에서와는 달리 대통령제에서는 정당의 응집성이 행위자들의 전략적 선택에 따라 달라질 수 있으므로 정치행위자들의 보상(payoff) 구조가 정당의 책임성을 높이는 방향으로 바뀔 필요가 있다는 점을 발견하였다. 아울러 대통령의 리더십이라는 행태변수와 유권자의 투표행태라는 외생변수가 정당의 책임성 확립에 결정적이라는 점도 확인하였다.
