Although Korean police provide an excellent policing service compared with developed country, public evaluation of police performance is negative contrary to actual high performance. This study therefore aims to analyze working environment and characteristics of street-level police officers by attempting to apply Lipsky’s theory on street-level bureaucracy to police officers who deliver policing services by directly interacting with people. In order to achieve the purpose of this study, K police station in Seoul, S police station in Daegu, and S police station in Jeonnam are studied. We used participant observation and depth interview as main research method by observing research objects on the spot for a long time to understand working conditions of police in depth. The findings from this study illuminate problems of working environment and difficulties of street-level police officers: narrowness of office space, shortage of facilities, heavy workload resulting from unclear work scope, manpower shortage, deteriorating equipment and patrol car, fatigue from shift work, and risk factors threatening safety of police officers. By establishing countermeasures to these problems, working conditions for police officers should be improved. The improvement will lead police officers to provide better policing services to public by raising morale and self-esteem of them.

우리나라의 경찰은 주요 선진국과 비교하여 우수한 경찰활동을 펼치고 있지만, 국민들이 피부로 느끼는 치안 서비스에 대한 인식은 이러한 높은 성과와는 상반되게 상당히 부정적인 것으로 나타나고 있다. 따라서 본 연구는 국민들과 직접 접촉하면서 일선에서 치안 서비스를 제공 하고 있는 우리나라 현장 경찰관에 대해 Lipsky의 일선 관료 이론을 적용하는 시도를 함으로써 일선 경찰관의 근무 환경 및 특성에 대해 분석하고자 하였다. 이와 같은 연구의 목적을 수행하기 위하여 서울의 K경찰서, 대구의 S경찰서, 전남의 S경찰서를 연구대상 경찰서로 선정하였고, 경찰의 근무 환경을 보다 심층적으로 파악하기 위하여 연구자가 직접 현장에 장기간 나아가서 연구대상을 관찰하는 방법인 현장 참여관찰법과 심층면접을 주된 연구방법으로 사용하였다. 이 연구를 통해 파악된 일선 경찰관들이 이야기하는 근무 환경 및 행태에 관한 특성 및 애로 사항은 청사 및 사무실 협소와 시설 부족 문제, 인력 부족과 불명확한 업무 구분으로 인한 담당 사건의 과중 문제, 장비 및 순찰차 개선 문제, 일선 경찰관의 안전 문제, 주기적 야근으로 인한 신체의 피로 등으로 정리가능하다. 본 연구로 파악된 일선 경찰관의 근무 환경과 관련된 다양한 고민 및 애로 사항에 대한 대책을 수립함으로써 현장 경찰관의 근무 여건 및 환경에 대한 개선 작업을 진행시켜야 할 것이고, 이러한 변화는 일선 경찰관의 사기 및 자긍심을 증진시켜 결국에는 국민에게 더 나은 치안 서비스를 제공할 수 있도록 만들 것이다.
