Government and academia have made continuous institutional improvement efforts to ensure the practicality of national civil service open competitive exam. At the time of the introduction of a new 9th grade open competitive exam in 2013, it is questioned whether the new exam will be practical related to the actual work. The purpose of this paper is to measure the practicality of the subjects included in the previous exams based upon the recognition of public officials. Using the survey conducted to the national public officials, this paper also tries to find the policy implications from the analysis of public officials' recognition regarding the practicality of the subjects. Survey results showed the surveyed national public officials recognized that the previous and current subjects are not practical. They provided the opinion that legal studies such as administrative law and business management would be helpful to improve the practicality of the exam. Based upon the survey results, this paper suggested several ways to improve the practicality of the civil service exam such as changes of exam subjects considering the practicality and the connection of exam system and post-training.

국가 공무원 공개경쟁시험의 실용성 확보를 위해 정부와 학계는 지속적으로 제도적 개선을 위한 노력을 해왔다. 그러나 2013년 새로운 9급 공무원 공채시험과목이 실시되는 시점에서 과연 공무원 공채시험이 실제 업무와 관련하여 실용적인지는 의문시된다. 본 논문은 일반 행정직 국가 공무원들을 대상으로 공무원들이 실제로 공무원시험에서 출제된 문제들이나 과목들이 업무를 수행하는데 있어 실질적인 도움이 되는 지에 대한 설문조사를 통해 공무원들이 인식하는 공개경쟁시험의 실용성을 측정하고, 그 시사 점을 도출해 내는 것에 그 목적이 있다. 설문조 사결과 국가 공무원들은 현재 공개경쟁시험 과목의 실용성이 낮다고 인식하고 있고, 특히 행 정법 등의 법률과목과 사무관리론 등의 실제 업무수행에 도움이 될 수 있는 과목의 추가가 실용성을 개선시킬 수 있을 것이라고 인식하고 있었다. 이러한 인식조사결과를 바탕으로 본 논문에서는 시험과목의 실용성 확보를 위한 개편, 공무원 인식조사결과에 부합하는 시험과목의 추가 및 배제, 그리고 시험체제와 사후 교육훈 련과의 연계 등이 시험의 실용성을 높일 수 있음을 시사하고 있다.
