Social Network Service(SNS) has been recognized as the alternative to existing mass media, increasingly used in many area. SNS has been a key role in communicating with people, which is also used by the governments in order to hear the public opinion. In line with the situation, police has established their own SNS, informing various policies related to public security and trying to receive public opinion. Through analysis, however, Twitter of The National Police Agency in 2012 shows some problems: lack of mutual communication, week connection in police-established SNS, unclear standard of selecting contents, and shortage of experts for SNS. Moreover, most of police stations in seoul-city reveals lack of communication through SNS. In respect to the problems, this study suggests several solutions as follows. Firstly, mutual communication programs through SNS should be implemented in order to effectively arrest criminals and to prevent crime, as well as to reinforce community relationship. Secondly, SNS-built connection among police stations is required for effective communication. Thirdly, clear standard of choosing contents in SNS is needed. Finally, it is necessary to strengthen the professionalism of SNS managers in police and to pay police leaders' attention to the effective use of SNS.

SNS는 이미 기존 매스미디어를 대체하는 수단으로 인식되고 있으며, 그 영향력이 점점 확대되고 있다. SNS를 통해 의견을 주고받거나 여론을 형성하는 활동이 점점 활발해지고 있으며, 정부기관 역시 SNS를 통해 국민과 소통하려 하고 있다. 경찰 역시 2009년부터 SNS계정을 개설해 각종 정책을 홍보하거나 치안과 관련된 정보를 제공함으로써 국민들과 소통하려 하고 있다. 하지만, 2012년 한 해 동안 경찰청의 트위터를 분석한 결과, 쌍방향 커뮤니케이션의 부재, 경찰내 SNS 연결고리의 미흡, 명확하지 못한 콘텐츠 선정 기준, SNS담당인력의 전문성 부족이라는 문제점이 드러났다. 더불어 서울지방경찰청 산하 각 경찰서 중 상당수가 SNS를 통한 소통에 소홀한 것으로 나타났다. 이런 문제점들을 해결하고 SNS를 경찰활동에 효과적으로 활용하기 위해 범인검거와 범죄예방, 그리고 지역사회와의 관계개선을 위한 쌍방향 커뮤니케이션의 실시와 경찰관서간 SNS 연결고리 마련, 콘텐츠 선정의 명확한 기준 선정, SNS담당인력의 전문성 강화, 지휘관의 SNS 활용에 대한 관심 증대를 제안하였다.
