The Paradox of Social Studies Currculum: Standardization and Diversity

The recent standard-based reform movement in the United States represents the dominant viewpoint of social studies curriculum. Most of the subject-matter professional groups have developed curriculum standards during the past decade. This curriculum standardization movement in social studies reveals a time-honored paradox of social studies curriculum: diversity and uniformity. Aligned with high-stakes testing, curriculum standards emphasize high standards based on Western middle-class culture, global competitiveness, and system of accountability. However, liberal educators pursue grass-root democracy based on recognition of diversity and teacher autonomy. In the age of standard-based reform, social studies curricula have a daunting task of resolving this paradox. Recognition and appreciation of teachers as curriculum developers as well as curriculum users is essential to this endeavor.

교육과정 개혁은 많은 국가에서 교육정책의 주요 관심 대상이다. 본 연구는 80년대 말부터 전개되고 있는 미국 교육과정 표준화운동의 배경과 추진과정, 그리고 이를 둘러싼 논쟁, 특히 사회과 교육과정의 개혁을 표준화와 다양성의 측면에서 논의하는 것이 목적이다. 사회과 교육과정은 어떤 지식을 담아야 하는지, 어떤 기능과 행동이 가장 필요한 지에 대한 결정을 둘러싸고 끊임없이 정치적 갈등의 장이 되어왔다. 사회과 교육과정은 담고 있는 주제, 내용, 그리고 교수 방법의 측면에서 지난 반세기 동안 큰 변화 없이 일관성을 유지했지만, 동시에 초중등 학교 현장에서 실행되는 교육과정에는 큰 다양성이 또한 존재하고 있다. 본 연구는 최근 사회과 교육과정의 지배적인 입장인 표준화운동의 논리와 전개, 그리고 이를 둘러싼 저항이 바로 이러한 다양성과 일관성의 긴장을 극명하게 반영하고 있음을 논의한다.
