Recently, emphasis has been placed on the importance of characteristic education in Korean schools. In this respect, it is not surprising that the extra-curricula activities are recommended as essential ones for the improvement of characteristic education. As is well-known, the extra-curricula activities are divided into five dimensions (club, adaptation, self-government, school event, and public service activity) according to the 7th National Curriculum. The specific purpose of this study is to analyze the current state of the club activities, as one particular kind of the extra-curricular activities, in Korean primary schools. For this, I tried to analyze the interview data which I obtained form personal interviews with ten teachers (for two of the ten teachers by e-mail interviews) from seven different primary schools. Based on the review of previous studies, I argued that spontaneity, diversity, flexibility, and autonomy should be guaranteed for the successful management of club activity in primary schools. Through an in-depth analysis, I found that the process of program designing and arrangements of students and time schedule are too rigid to fulfil the original purpose of club activity. Finally, I suggested that schools should be allowed to get flexibilities in arrangements of programs, students, and time for the success of club activities.

이 연구의 목적은 특별활동에 포함되는 여러 활동 중 핵심적인 활동이라고 할 수 있는 계발활동 운영 실제를 분석하는 것이다. 선행 연구에 기초하여 계발활동이 잘 이루어지기 위한 기준으로 자발성, 다양성, 융통성, 자율성 등을 선정하여, 초등학교의 계발활동을 분석하였다. 서울과 경기 지역의 교사를 대상으로 면담 자료를 수집하였다. 분석 결과 계발활동은 여러 기준에 비추어볼 때 미흡하였다. 프로그램 개설은 교사의 제안에 기초한 것이나 자발적인 것이라고 보기 어렵다. 통제를 위해 아동을 프로그램에 배치시키는 방식에서 다양성이 제한되고 있었다. 경직성은 시간 운영 방식 등에서 드러났다. 결과적으로 자율적 운영이 되기보다 형식화되는 경향을 보이고 있었다. 분석 결과를 토대로 계발활동의 취지를 실현하기 위한 방안들을 탐색하여 보았다.
