This research examines the change of social service policies which is followed by the policies against the problems of low birthrate and aging population, and social jobs creation policy. Especially, this paper ascertains the issue of public interests caused by failing to realize social values and purposes due to the marketization of social service delivery system. And it suggests how to improve the public interests of social service delivery system. It is summarized as followed: First, the role of government should be expanded by undergoing improvements about the methods and contents through the constant monitoring. Second, the sound operation of the service agencies should be guaranteed by that minimum standards are strengthened and, by conducting periodic evaluation of the agencies. Third, it is necessary to construct the integrated support system to provide the effective service, and to manage the quality of services through the supervision of the agencies.

본 연구는 저출산 ․ 고령화 문제에 대한 정책 및 사회적 일자리 창출 정책 시행에 따른 사회서비스 정책의 변화에 대해 고찰한다. 특히 사회서비스 공급체계의 시장화로 인해 사회적 가치나 목적을 실현하지 못함으로서 야기되는 공공성의 쟁점을 확인하고, 사회서비스 공급체계의 공공성을 강화하기 위한 개선방안을 제시하고자 한다. 그것은 첫째, 지속적인 모니터링을 통한 규제의 방식과 내용을 개선해 나감으로써 정부의 역할을 확대해야 한다. 둘째, 공급체계의 변화에 따른 최소한의 기준을 강화하고 정기적인 평가를 실시함으로써 건전한 운영을 보장해야 한다. 셋째, 효과적인 서비스 제공을 위한 통합적인 지원시스템 구축과 공급기관의 관리감독을 통한 서비스 질 관리가 필요하다는 것으로 요약된다.
