The rules and procedures of bureaucracy has become an efficient management instrument in M.Weber's legitimate(Rational) Bureaucracy. But the mainstream of the bureaucracy research almost focused on the dysfunctional aspects rather than its functionalism. This study reviewed the new concept of green tape in bureaucracy comparing to the red tape. Green tape indicates the documentation of rules, valid rules in Ends-Means relation, the best control mechanism and the consistency of rule application in bureaucracy. These factors are known to result in an affirmative performance in organization vice versa the red tape. Considering this meaning of green tape, This study also reviewed the way of how to transform the red tape into the green tape by dint of a good institutional design, the continuing learning process, and the external demands for rule reformation. The implications which this study gives can be summarized into two. one is that bureaucracy can get a better performance in organization by using green tape factors. The other is that the deeper research of its theoretical concept and the measurement problems in terms of relevance need in korea to bring these affirmative effects of green tape.

베버가 관료제의 주요한 특성으로 법규를 강조한 이후, 관료제 규칙과 절차는 조직운영의 효율적인 관리수단이 되었다. 그러나 그동안 관료제 연구의 주류는 역기능 측면만 강조하고, 관료제 순기능 측면에서는 관심이 상대적으로 적었다. 본 연구는 이러한 상황에서 최근 관료제 순기능으로 지칭되는 그린테이프 개념 논의에 힘입어 관료제 역기능과 순기능의 대표적인 개념으로 레드테이프와 그린테이프에 관한 이론적 개념 논의를 정리하였다. 레드테이프(red tape)는 레드테이프를 결과적 상태로 보고, 규칙과 절차로 인해 업무지연, 절차복잡, 문서과다 등을 야기한 부정적 조직성과로, 반면에 그린테이프(green tape)는 규칙과 절차의 효과성차원에서 규칙 문서화, 목표와 수단관계가 타당한 규칙, 최선의 통제장치, 규칙적용의 일관성을 제기하였다. 또한 개념간 비교와 함께 레드테이프를 그린테이프로 전환해가는 논거로 제도, 지속적 학습, 외부요구증대 등을 제기하였다. 결국 본 연구는 관료제 순기능 차원에서 관료제의 규칙과 절차에 관한 적극적이고 심층적인 연구의 필요성에 대한 이론적 논점을 제기하였다. 본 논의와 관련하여 연구 시사점으로 우리나라 관료제를 대상으로 그린테이프 개념구성과 측정연구를 제안하였다.
