해마다 수많은 이주여성들이 한국 남성과의 국제결혼을 통하여 국내로 이주해 오고 있다. 오늘날 대한민국 사회에서는 국제결혼이 크게 증가하고 있다. 그러나 국제결혼의 증가는 그 동안 단일민족에 대한 자긍심을 가진 한국사회에 매우 다양한 부작용을 일으키고 있다. 그 중에서도 인권침해적인 대규모․속성 국제결혼 중개시스템은 결혼이주여성과 한국남성 모두에게 많은 부작용을 발생시키면서 관련 국가의 사회문제로 대두되고 있다. 실제로 결혼이주여성의 모 국가와의 마찰이 유발되는 가능성이 있을 뿐만 아니라 대한민국의 국가 위상까지 저하될 우려도 높다. 국제결혼으로 인해 여러 문제들이 대두되고 있지만 결혼이주여성 가족에 대한 정부정책이 단편적이고 제한적으로 추진되어 이들을 사회구성원으로 통합하기에는 아직 미흡한 면이 많이 있다. 또한 결혼이주여성의 가족을 위한 정책은 제한적인 문화, 교육, 복지서비스에 한정되어 있고, 여러 가지 문제의 궁극적인 측면이라고 할 수 있는 인권 향상을 위한 정책에는 그동안 관심이 매우 부족했던 것이 현실이다.
